• Deepen Combination of Science, Technology and Finance to Empower Enterprises to Carry out High-quality Innovation

    Abstract: China has been promoting the combination of science, technology and finance for more than 40 years. A sci-tech finance system covering different links of enterprise technological innovations has been built. However, considering the new situation in the new era of high#2;quality development in China, sci-tech finance is facing major challenges and growing problems, and urgently needs to be further upgraded and developed. This study puts forward four suggestions. First, it suggests improving the financial system based on the law of innovation, so as to build a sci-tech finance system with differentiated positioning and integrated links. Second, it recommends innovating the financial system boldly, such as exploring the establishment of a national policy-oriented science and technology bank, and establishing a lifetime sponsor system on the “New Third Board”. Third, it proposes to further clarify the functional positioning of government venture capital funds, cultivate “patient” capital, and guide social capital to invest in science and technology, small, early, and long-term projects. Finally, the study suggests that the innovation-oriented policy environment should be optimized to provide a strong guarantee for the combination of science, technology and finance.

  • Orientation and Role of National Scientific Research Institutions in National Strategic Scientific and Technological Strength

    Abstract: An important task of enhancing strategic scientific and technological strength is to strengthen national scientific research institutions. From the history of science and the international development, this study discusses the development of the national research institutions and their characteristics as a national strategic strength of science and technology, and discusses the role of Chinese national research institutions in national development, summarizes the achievements and successful experience of the national research institutions for facing the needs of the country, facing the frontier of science and technology, facing the main economic battlefield, and facing the life and health of the people during past ten years. Based on these discussions, policy suggestions are provided for the future development of national scientific research institutions.

  • Focus on Key Technology Breakthroughs, and Strengthen National Scientific and Technological Innovation Systematization Capability

    Abstract: Facing the dynamic international situation and challenges in public emergency, many strategic high-tech fields in China are in desperate need of filling shortcomings, strengthening the weaknesses, and blocking the loopholes. Realizing the complexity of the key scientific issues in the long-term “cut-throat competition” situation, a deeper understanding of the strategic inevitability of improving the systemization of scientific and technological innovation is in a tremendous need. Systematization of scientific and technological innovations presents requirements for outstanding integrity, structure, and organic relevance, which requires continuous advancement and interaction of technology systemization and organization systemization. When focusing on key technologies weaknesses, the technological institutionalization capability should be improved by constructing a systematic and scientific strategy which combines the method of building up longboards and overcoming the shortcomings. Furthermore, the organizational systematic ability should also be strengthened by reinforcing the comprehensive connection between knowledge breakthroughs and business concern. Meanwhile, a complete set of supporting and service system will significantly enhance the efficiency, vitality and resilience of the scientific and technological innovation system. Building a new national system of scientific and technological innovation systems of key technologies with Chinese characteristics will fundamentally strengthen the systematic strategic planning, implement the advantages of the high-tech system, and effectively fill the shortcomings, and strengthen the weaknesses.

  • Sleeping Beauties in Science: Key characteristics, early identification clues and science policy implications

    Abstract: The study on systematic identification of “Sleeping Beauty” (SB) publications and on their awaking mechanisms will promote the strategic preservation of documents in libraries, and provide implications for identifying potential “ahead of time” discoveries or transformative research, and shortening time lag for original research to get recognized. Based on the data analysis and case studies, this paper figured out some key characteristics of SB publications. The content of SB papers tends to be multi-discipline research and most of which tend to be published in prestigious multidisciplinary journals with higher impact and wider scope. One is perhaps more inclined to believe that SB relate to more fundamental and basic, and less to application-oriented work. But a surprising finding is that half of the SBs are application oriented and significantly more cited in patents than ‘normal’ papers, which demonstrated the potential technical and application-research properties of SB. The key publications and pioneering works of the recent Nobel Prize winners for physiology and medicine are delayed-cited rather early-cited in the entire citation life-time of an article. We further suggested several clues for early identifying SB. First, Transformative research tend to be neglected or resisted by the scientific community initially and this neglect or resistance could be regarded as the key clue for the early prediction of SB literature. Publications belonging to so-called transformative research, even when less frequently cited than others, should be given special attention as early as possible, because they may suddenly attract many citations after a period of sleep. One could identify transformative research through some text terms (such as "disagree", "overcome", "break", "dispute"...). In order to discern such potential transformative research, we could observe whether the relevant documents get early citation from patents or not, because many SB documents tend to be technical research in nature and application-oriented. Second, the Bcp index proposed in our foregoing paper is more sensitive in identifying the “lower level SBs”, which refers to the case when the total citations and the maximum annual citations of SBs are not so high in comparison with other typical SBs. This index may be used to identify the papers at the sleeping-awakening interface, which provided new tools for arousing attention of the science community to previously overlooked but important research. We also pondered some policy implications about the associations of SB publications with transformative research, research front and research evaluation.

  • 我国科技政策学研究态势及国际比较

    Abstract:本文采用科学计量学方法,以科技论文和资助项目为主要资料,对2011年以来国际上发表的科技政策研究论文、以及美国SciSIP计划、日本SciREX计划和中国国家自然科学基金委员会管理科学部“科技管理与政策”相关的规划布局和资助项目进行定量和定性综合分析,揭示国际和我国科技政策学的研究态势。美国科技政策“学”强调“科学基础”,主要侧重于服务政府部门的科技政策制定和政策过程的科学化;日本则倾向“学科建设”,包括国家重要政策议题的专题研究(任务导向研究),针对科技政策学术共同体的课题资助(自由申请研究),机构设置与人才培养,以及数据基础设施建设。发展我国的科技政策学,建议同时借鉴日本学科建设的思路以及美国协调各政府部门政策过程的思路;建议加强社会科学与自然科学的跨学科融合研究,考虑设置“科技政策研究”专项资助渠道与多元资助机制;建议将数据基础设施建设作为一项基础性、战略性任务;建议建立政策研究界和决策者之间的建制性交流研讨机制等。

  • 一个用于识别睡美人文献的新的无参数指标 ——基于Science和Nature杂志上睡美人文献的验证

    Abstract:[目的/意义] 通过优化提出一个可精准识别睡美人文献的简易无参数指标。[方法/过程] 借鉴睡美人指数(B指数)基本框架,通过将考察对象“年度被引次数”优化为“年度被引次数累积百分比”,提出Bcp指数,重新定义唤醒时间、睡眠深度和唤醒强度。并通过识别Science和Nature上的睡美人文献进行检验。[结果/结论] Bcp指数继承了B指数对那些非常显著的睡美人文献高度敏感的优点。Bcp指数框架下计算出的唤醒时间更符合实际情况,而B指数框架下的唤醒时间易被延迟估计。Bcp指数考虑了观察期内论文全部的引文曲线,规避了B指数无法反映年度被引次数达到最大值以后的引文曲线的缺点。Bcp指数对论文发表之初被引次数的约束效力显著高于B指数,更符合睡美人文献早期零被引和低被引的特征。Bcp指数对年龄大、总被引次数和年度被引次数相对较低的睡美人文献更敏感,有利于挖掘平常易被忽视的非高被引文献中睡美人文献的存在规律。Bcp指数规避了人为参数主观界定的不足,以及不同学科领域论文被引规模差异对睡美人文献统一定义的干扰。
