Abstract： [Purpose/significance]Open access policy is very important to promote the development of open scholarship and scientific and technological innovation. Exploring the experience of major international open access policies can provide references for China's open access policy formulation, implementation and open access development.[Method/process]This paper introduces the background of the development of U.S. public access policy guidance updated by Office of Science and Technology Policy (OSTP), analyzes the content of the policy and its differences from previous public access policies, its advantages and shortcomings,and trend embodiment.The impacts of policy implementation on federal research institutions, publishing landscapes, and library work are also discussed.[Result/conclusion]Based on the policy content and impacts of public access policy guidance of OSTP , this paper analyzes the shortcomings of the current status of open access policies and practices in China，and then puts forward enlightenment suggestions for open access measures, such as introducing national-level open access guiding policies, building national-level open access repositories, promoting the collection, submission and sharing of research data for funded projects.

Abstract：由于生物医药产业具有相当可观的经济和社会效益，其已经成为许多国家重点发展的朝阳产业。为推动生物医药相关产业的发展，诸如美国、日本、印度等国家把生物技术产业作为了提高本国竞争力的手段，并制定了相应的法律法规规范生物医药产业的发展和保障生物医药的知识产权。本论文首先从宏观层面进行各角度数据分析，包括全球、我国的生物医药产业知识产权发展态势分析，然后以广东省生物医药产业为例，对其知识产权密集型情况指标的数据进行分析，并与其他省份的产业经济和专利情况等指标数据进行对比，最后提出有效提高广东省生物医药产业发展和运用知识产权，增强产业竞争力的对策和建议。
