Abstract： [Purpose/significance] Due to the continuous development of information technology, it is necessary to improve on the traditional teaching methods and learning modes to meet the needs of the new environment. [Method/process] Through the review of classic literature and case analysis, this paper introduced the evolution of knowledge management, the key points of networked learning and open innovation, and how they are implemented in enterprises, universities, and other organizations. [Result/ conclusion] Networked learning connects people and information through the network. The cMOOC embodies the requirements of network learning, and is consistent with the purpose of open innovation. The future education, learning and knowledge management activities need to continuously match the dynamic characteristics of knowledge.

Abstract： [Purpose/significance] Understanding on generation and function of open knowledge from the perspective of supply side, help to activate open knowledge as important innovation resource. [Method/ process] Through theoretical analysis, the comprehensive definition of open knowledge and the integration framework of open knowledge supply system were brought out, and the components of the framework were explained through typical cases. [Result/conclusion] In the open innovation environment, open knowledge has become an important resource to drive innovation. The open knowledge supply system can be developed from content supply, policy supply, service and platform supply.

Abstract： [Purpose/significance] This paper investigates the status quo of public innovation participation and information demands, it is conducive to modifying social information provision strategy and promoting mass innovation. [Method/process] Based on the literature review and the user interview, this paper designed a questionnaire to acquire Xi ‘an public perception of innovation, current situation of innovation practice, factors that influence participation in innovation, innovation information demands and other relevant information. [Result/conclusion] According to the investigation outcome and actual situation, this paper put forward the following proposals: publicizing innovation information, fostering innovative atmosphere, building maker spaces and strengthening the building of innovation centers. These proposals facilitate the distribution of innovation information and promote the innovation capacity of the society.

Abstract： [Purpose/significance] Under the circumstance of Web2.0, the social Q&As, possessing the similar functions of the library virtual reference services, emerge consequently and enjoy tremendous prosperity. Thus, conducting the research of its success could shed light on the sustainable development of the library’s virtual reference services. [Method/process] According to the present-day situation that Social Q&A’s prosperity challenged the library virtual reference service, a literature review of domestic and foreign relevant research was completed. On the base of this review, typical Internet Q&A websites such as Baidu Knows and Yahoo Answers, social network-oriented Q&A websites such as Zhihu and Quora, were selected as the research objects. Then, the paper analyzed the traits of four representative SQA platforms from the perspectives of the Internet interlocution mode, the information organization mode and the user interaction and management mode. In addition, an experiment between SQAs and VRS was conducted as empirical research. [Result/conclusion] Finally, on the base of the research status, the platform investigation and experimental outcomes, the improvement suggestions for library VRS are proposed.

Abstract： [Purpose/significance] Semantic organization of vocabulary, an important part in collection semantic research, is the focus of knowledge organization study. A research review in this field is helpful to promote its development.[Method/process] Based on the analysis of the core terms in the field of semantic organization of vocabulary, this paper proposes the analytical framework of "standard specification-semantic organization method-supporting technology-vocabulary application". With above framework, the paper reviews literature about method, technology and application.[Result/conclusion] Firstly, the paper gives the definition and main frame of vocabulary semantic organization, discusses the core concepts and their relationship including vocabulary, ontology and linked data. Then taking the example of thesaurus, it summarizes the typical research of vocabulary semantic organization in China in recent ten years. And it compares the traditional vocabulary research and semantic research. On the basis of summarizing the above literature, the current situation and future development of semantic organization of Chinese vocabulary are discussed.

Abstract： [Purpose/significance] In order to explore whether the measurement results of Altmetrics indicators are consistent in the evaluation of subject papers, this paper attempts to build a comprehensive literature evaluation model based on Altmetrics through the existing measurement data, and to create new metrics for the evaluation and reuse of data.[Method/process] In this study, the Altmetrics indicators of all articles published in the Civil Engineering disciplines from 2009 to 2016 on the PLoS ALMs are obtained. The 15 original indicators are divided into 4 principal components using correlation analysis and principal component analysis methods, which are applied to specific disciplines. It analyzes the correlation between the single index and the comprehensive evaluation index of Altmetrics, and uses the fairness test method to explore the differences in the relevance of time to the evaluation of the paper.[Result/conclusion] The study finds that after using the fairness test method to eliminate time impact, the relevance of the citation indicators has increased, while the indicators related to social media communication have declined. But the Twitter index has not decreased, and it has always been highly correlated with the F value.

Abstract： [Purpose/significance]Analysis of the students' feelings about the curriculum system could promote the reform of information management major in the Big Data Era, and fill the research gap in the exploration of the course system from the perspective of students. [Method/process]Based on grounded theory, a semi-structured interview was used for data collecting. Through open coding, axial coding and selective coding processes, 92 concepts, 17 categories and 7 main categories was obtained and the relationship between the main categories was constructed.[Result/conclusion]In the end, the paper found out that curriculum system construction contains six aspects, including course content system, course bridging, auxiliary system, the effect of classroom implementation, students' ability training, college objective factors. Then some conducive suggestions was put forward including enhancing the cohesion of curriculum, extending the depth of curriculum, promoting the construction of curriculum discipline system, improving the curriculum support system and tackling objective factors of college correctly.

Abstract： [Purpose/significance] The National Science Fund for Distinguished Young Scholars Project (JieQing Fund) has implemented more than 25 years, all the JieQing winners presented the growing trend of older in age, researcher's age funding for heterogeneity about JieQing implement performance has great meaning in managing the JieQing Fund in future.[Method/process] The object of the empirical in the paper was JieQing Fund from 1994 to 2018 in Earth Science. The research built three evaluation indexes which included scientific research paper output efficiency, innovation ability and academical influence. And put forward the "Input of human capital in science and technology-output of scientific research" model to explain the research results. The research used DID model to overcome the sample selective bias which may have bad influence in inner problems, at last, the study researched the heterogeneity in age when implement the JieQing Fund.[Result/conclusion] The results show that there is older trend of aging and 45 years old phenomenon among the scientists. The JieQing Fund has been in place for 20 years. The proportion of hypothesis supports that the older the subsidy age is, the better the subsidy effect is lower. Among the three evaluation indexes, the years with the largest funding effect and the age between 39 and 42 years accounted for the largest proportion in the 20 years of the implementation of the JieQing Fund. Therefore, no matter from all the JieQing Fund purpose, three evaluation indexes, JieQing Fund should avoid older tendency, expand funding for young excellent talents.

Abstract： [Purpose/significance] In recent years, the technical security problems of personal cloud storage service are common, which severely hinders users' continuous usage of personal cloud storage service. It is of great practical significance to identify and analyze the key factors that affect the technical security risk of personal cloud storage service for personal cloud storage service providers to offer secure cloud storage service as well as increase user engagement with personal cloud storage service.[Method/process] Based on literature surveys, expert interviews, cloud computing security reports put forward by Gartner, and cloud computing security frameworks and standards (ENISA, CSA, FedRAMP, MTCS), the technical security risk factors indicator system of personal cloud storage service is constructed. The direct influence matrix between the influencing factors of technical security risk evaluation indicator system of personal cloud storage service is obtained through questionnaire survey with experts. This paper analyzes the causal category and the degree of importance of the influencing factors of personal cloud storage service technical security risks by applying Fuzzy-DEMATEL method, and identifies the key influencing factors of personal cloud storage service technical security risk.[Result/conclusion] The critical influencing factors of personal cloud storage service technical security risk are:access control, service/account hijacking, software security risk, virtualization vulnerability, and data transmission security. Finally, according to the empirical conclusions, it provides feasible technical advice for building a secure cloud storage service for personal cloud storage service providers. This study enriches the theoretical research results of personal cloud storage service security risk, and provides practical references for the personal cloud storage service providers to guarantee user data security.

Abstract： [Purpose/significance] It is crucial to describe the subject structure of highly cited papers in archival science in order to understand the competitiveness of archival disciplines and the overall competitiveness of library, information& archival disciplines under the background of promoting the open competition of disciplines by "double first-class".[Method/process] On the basis of reviewing the competitiveness of archival disciplines, this paper analyzes the highly cited papers in CSSCI source journals of archival science between 2012-2015 from the three aspects of subject, evolution and citation structure. Then, the paper depicts structure of archival disciplines and evaluates the overall competitiveness.[Result/conclusion] The research finds that the highly cited topics of archival science are concentrated in the field of archival work and discipline construction; the topics of archival theory, archival information security and information technology application are among the top three, but the overall scale is insufficient relatively. The above results show that the overall development of archival discipline is unbalanced, and the competitiveness of archival science mainly comes from the research of archival work, while the scale of the research on the new technological topics that have more competitive archival theory exploration and influence the development of the discipline is insufficient. In order to enhance the competitiveness of archives disciplines and increase the overall competitiveness of library, information and archives disciplines in the future, the archival discipline should implement overall division of disciplines, optimize the structure of disciplines, reconstruct the competitive advantages of core areas, and upgrade the theoretical level of archives based on the integration and opening strategy of disciplines.

Abstract： [Purpose/significance] The pace of de-librarization has being accelerated at the global library and information circle in recent years. Revealing the above underlying mechanism is not only crucial to understand the crisis of library science education, but also significant to promote the reform of library science education.[Method/process] Based on the reputation theory of sociology, this paper constructs two models of college reputation association and a model of library reputation conduction. And then, it reveals the internal association mechanism between the change of library practice and information management disciplines as well as library science education.[Result/conclusion] The research finds that the lower reputation resulting from the continuous simplification of the library name and its core business will fundamentally restrict the attraction of library science education and the implementation of the connotation reform, and will further drag down the educational reputation of information management disciplines, thus damage the overall competitiveness. The study provides a new explanation for understanding the inefficiency of library science education, and provides an important reference for educational practitioners to evaluate the gains and losses of library science education objectively and further deepen the reform.

Abstract： [Purpose/significance] Chinese scientific data management platform has made some achievements, but there are still some gaps in horizontal comparison with foreign countries. Therefore, this paper aims to analyze the current development status through horizontal and vertical comparison, and provide international experience and countermeasures for the optimization of domestic platforms.[Method/process] This paper used the network survey method to study from the perspectives of longitudinal time trajectory and horizontal and domestic: Using network survey means, research from two perspectives: vertical time trajectory and horizontal domestic and international comparison: analyzing the achievements of China's scientific data management platform through longitudinal time trajectory, and analyzing the existing problems through horizontal comparison.[Result/conclusion] Achievements: The relevant policy system is continuously improved; the subject areas covered by data sets are increasing; the international development of data management platform construction has achieved initial results. Lack: The source of funds is single; the platform service function is not comprehensive; the cooperation construction is lacking; the participation of university library is less. Countermeasures: Diversified capital investment mechanism; establish a data management value chain for scientific research services; strengthen cooperation between heterogeneous institutions; expand platform service methods; university libraries should become an important force in data management. Development trend: The construction of scientific data management platform will be an important content of scientific research information service institutions; the number of scientific data management institutions and personnel will continue to expand; through the establishment of a scientific data management platform alliance and powerful scientific data center to improve the scale of scientific management and international competitiveness.

Abstract： [Purpose/significance] Social media archiving has become an important content in web archive field. By combing and summarizing the related literature, this paper aims to provide reference for future related research in this field. [Method/process] Based on the multi-disciplinary perspective, we obtain the literature distribution features and summarized the theoretical basis of social media archive, by the means of bibliometrics analysis and content analysis. Then, we summarized the theory and practice of social media archiving as three research topics at the macro level, including "purpose and subject", "policy and guide" and "problems and obstacles". [Result/conclusion] This paper puts forward some characteristics for the research of social media archiving, including rapid development, closely related to practice and unbalanced regional development. Ultimately, this paper points out that scholars and practitioners should pay attention to the change of research object, construction of archiving standards and the cooperation among multiple subjects. We also give some brief suggestions to the practice and research of social media archiving in China.

Abstract： [Purpose/significance] The application of artificial intelligence technology in libraries is not only the product of the development of applied information technologies, but also the requirement of intelligentization, diversification and specialization of the library service. However, library technology and library service are not naturally fused. Filling the gap between them should be taken in account from the humanistic perspective. [Method/process] In this paper, we clarify the theoretical logic in the application of artificial intelligence technology in libraries, understand practical difficulties and forecast the development path on the basis of literature review. [Result/conclusion] The innovation of artificial intelligence technology and its supportive technology is a basic prerequisite for the application of artificial intelligence technology in the field of library. Final realization of high-quality enhancement of the library service through conceptual and systematic innovation based on technological innovation is the essential condition and ultimate goal of the application of artificial intelligence technology in the area of library, while the application of AI still encounters interruption, ethical dilemma and the risk of data disclosure now. Lastly, three suggestions of cultural mission and moral embedment, technological iteration and intelligent extension, and systematic optimization and human-machine coexistence are put forward according to the actual situation.

Abstract： [Purpose/significance] With the growing trend of open government data around the world, the assessments on the value of open government data have emerged and become increasingly important. This paper aims to reveal a comparative study on the features and methods presented in the value assessment projects, and to provide meaningful references for future research and practice. [Method/process] By examining 16 representative projects, this paper analyzed the features among those value assessment practices and summarized the existing methods for measuring the value of open government data. [Result/conclusion] The economic value assessment of using and reusing public sector information provide the basis of the value assessment of open government data. In recent years, the multi-dimensional value of open government data has received more research interest than the single economic value. For measuring the value of open government data, related methods can be generally divided into quantitative ones and qualitative ones. Quantitative methods include two broad strategies. One is based on the estimation of socio-economic indicators and the other is based on the ratings of evaluation metrics and indices. Different methods have their different properties and applicability. This paper also provides some suggestions based on the analysis.

Abstract： [Purpose/significance] The thinking expressions emerging in the library science research provide a new perspective in addition to technology and institution for the interpretation of reform of library. By combing the typical thinking expression and its application situation and evolution, to understand the library development and reform. [Method/process] This paper systematically combed the thinking expressions on the professional literature of library science, analyzed and formed the thinking expression index could be measured, and analyzed time distribution, scenes distribution, expression intensity and variation rules, by the methods of literature measurement and content analysis. [Result/conclusion] Since 2011, the number of thinking expressions in the field of library has been growing rapidly, which is mainly used in library service, resource construction, leadership. The current thinking expressions reflect the deconstruction and reconstruction, and the tendency of localization and specialization.

Abstract： [Purpose/significance] Through the evaluation of the level of open and utilization of government environmental data in key areas of ecological governance, it is possible to discover the influencing factors that affect the level of open and utilization, which will help local governments to improve the level of open and utilization of data platforms and serve the practice of ecological environmental governance better. [Method/process] Based on the value co-creation theory and the DPSIR model, an evaluation index system for the open and utilization level of environmental data was constructed from the five dimensions of driving force, pressure, status, influence and response, and then the key areas of national ecological governance with typical cross-regional characteristics such as Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and Fenwei Plain, which was taken as as an example to evaluate the level of open and utilization of regional environmental data. [Result/conclusion] The research found the following conclusions:①There are obvious differences in the level of open and utilization of environmental data in the four regions, followed by the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei and Fenwei Plain. ②The amount of environmental data downloads, regional economic support, the number of functional modules used on the platform, the number of data security issues, and the number of security inspections and evaluations are the important factors that determine the level of open and utilization of regional environmental data. ③The Yangtze River Delta has the highest level of open and utilization of environmental data, mainly due to its outstanding performance in key indicators such as the number of platform functional modules and environmental data downloads. Although the Pearl River Delta has a comprehensive platform layout, it does not perform well in terms of environmental data downloads. Insufficient layout of data open platform and capital investment in Hebei Province restricts the overall level of open and utilization of environmental data in the Beijing-Tianjin-Hebei region. The low level of open and utilization of environmental data in the Fenwei Plain is affected by multiple factors such as platform construction, openness, and environmental data resource collection. In order to improve the level of open and utilization of government environmental data, governments at all levels should take perfect measures in the following areas, such as platform construction, capital investment, data open standards, data application, risk prevention, etc.

Abstract： [Purpose/Significance] The technical patent in the field of library is an important representation of the technical development of library. It is used as the unit of measurement to form one of the important dimensions to observe the overall development and reform of library. By combing the evolution of patents in the field of library, we can better explore and grasp the law of library development.[Method/Process] This paper analyzed the time, patentee, subject distribution and change law of patents in the field of library, and compared them with the multiple dimensions of library development policies and library research literatures.[Result/Conclusion] Based on the analysis of library related patents, it is found that the related technologies are mainly oriented to "physical books" and "convenient librarians' daily application". In recent years, more and more attention has been paid to the "user" scenario, and the artificial intelligence technology has also increased rapidly in recent years. In the multi-dimensional comparison of library development, themes in related fields at the levels of technology, research and policy show asynchrony.

Abstract： [Purpose/significance] By observing the think tank function of Council on Foreign Relations (CFR), this paper analyzes the knowledge production and service of this international top think tank to provide an approach for think tanks exercising爄nfluence by information production, and offer references for Chinese new types of think tanks. [Method/process] By adopting the case study as the major method, this paper collected data by literature review and website investigation, and referred to the latest global think tank index report, making the full-view for CFR knowledge production and its influence. [Result/conclusion] Think tank knowledge production is the basic source of influence of think tanks. Knowledge product, knowledge publishing and knowledge service are main functions of think tanks.
