Abstract： Abstract: Purpose/Significance To study the literature of domestic and foreign government data, analyze the differences in research themes and evolution trends at home and abroad, which has important reference significance for understanding the current status of domestic and foreign government data research and promoting the innovation and development of domestic government data research. Method/Process The relevant literature of government data from 2010 to the present was selected, and the current situation and differences of domestic and foreign government data research were compared by constructing high-frequency word cloud maps, analyzing the evolution trend of theme intensity and the evolution path of theme keywords. Results/Conclusions There are great differences in government data-related research at home and abroad: (1) The number of domestic research topics is more large, and the research content is relatively detailed, while the number of foreign research topics is small, mainly on the quality, framework model and evaluation method of government data. (2) The overall intensity of domestic research themes is low, the fluctuations are large, and the overall intensity of foreign research themes is higher, and the theme evolution trend is relatively stable, the fluctuation is small, and it has high inheritance. (3) Foreign research focusing on government data evaluation has the highest thematic intensity and low domestic attention, although it has recently improved, but the attention is still low compared with foreign countries.

Abstract： [Purpose/significance] On March 20, 2018, the State Administration of Press, Publication, Radio, Film and Television issued the "Guiding Opinions on Accelerating the Construction of Press and Publication Think Tanks." The opinion puts forward that we must improve the service capacity of professional think tanks and work hard on knowledge services. Based on this background, this paper investigates the current status of knowledge services in publishing industry think tanks in China, summarizes the existing problems, and proposes targeted measures to solve the existing problems. [Method/process] This paper obtains relevant research materials of knowledge services in publishing industry think tanks through literature research, and summarizes the development status and existing problems through network research. [Result/conclusion] Through the investigation and analysis, it finds that China's publishing industry think tanks have formed various types of knowledge service subjects, and some research groups with publishing industry think tanks as the core have emerged. The content and products of knowledge services provided by publishing think tanks are gradually enriched. But there are also problems such as poor platform construction, low level of personal knowledge services, and insufficient cooperation among think tanks. This paper proposes feasible solutions and countermeasures to these problems.

Abstract： Purpose/significance Recently, China’s think tank construction is in full swing, and digital publishing think tanks are constantly emerging. It has provided scientific suggestions and the direction for the healthy development of digital publishing industry in China. However, there are many problems in the construction of digital publishing think tanks, which seriously hinders their healthy and stable development. Therefore, it is the first task for digital publishing think tanks to make a scientific development strategy. Method/process By using SWOT analysis method, it analyzes the strengths, weaknesses, opportunities and threats of digital publishing, and proposes the SWOT analysis matrix. Finally, it puts forward the SO strategy, WO strategy, ST strategy, and WT strategy of digital publishing think tank in China. Result/conclusion SO strategy: Seizing the opportunity of the strategic development, making use of the advantages in talent, capital, and technology, and speeding up the construction of digital publishing think tanks; developing the world vision and strategic thinking through the “go out” strategy. WO Strategy: Encouraging and helping the development of non-governmental digital publishing think tanks, and attaching its important roles; carrying out the forward-looking research with advanced information technology; accelerating the improvement of the think tank evaluation system with the establishment of an authoritative think tank evaluation institution. ST Strategy: Improving the communication mechanism between the government and think tanks, and reducing or even avoiding government intervention in think tanks. WT strategy: Activating the task assignment, and carrying out the prospective research.

Abstract： Purpose/significance This paper takes the new types of think tank with Chinese characteristics as the research object and analyzes the new types of think tank’s policy text from the perspective of policy tools, in order to provide reference for the follow-up formulation or modification and improvement of the policy of new types of think tank. Methods/process By coding the policy text of new types of think tank, this paper uses the content analysis to analyze the policy tool of new types of think tank, and puts forward some pertinent suggestions. Results/conclusion At present, the use of policy tools of new types of think tank is dominated by supply-type policy tools, the number of demand-type and environment-type policy tools is relatively small, and the use of its internal sub-tools is obviously uneven. Based on the research results, the following suggestions are put forward: reduce the use of supply-oriented policy tools and optimize the internal structure reasonably; increase the impact of environmental policy tools and pay attention to the construction of tax, financial and regulatory systems; pay attention to the pull of demand-oriented policy tools, strengthening the construction of the international market of new types of think tank.

Abstract： [Purpose/significance] This paper analyzes the similarities and differences between the achievements of university think tanks and local political and research think tanks in China, in order to accelerate the cooperation, provide higher quality think tank achievements, give full play to the functions of the “policy consultation”, “enlightenment”, “checks and balances”, “gathering talents” and “powerful countries” of think tank and promote the optimization and improvement of China's new local think tank system. [Method/process] Based on the evaluation ranking of the 2018 China Think Tank Report, it selects the top 10 university think tanks and local political and research think tanks in system impact rankings as the research objects. With the website survey and literature research, the paper investigates and compares the similarities and differences between university think tanks and local political and research think tanks. [Result/conclusion] It finds that there are differences in the type and acquisition of results, transformation of results, dissemination of results and their impact between university think tanks and local political and research think tanks. In the future, it is necessary to continuously promote the coordinated development of the two types of think tanks and produce results of higher quality think tanks. The specific measures include: learning from the experience of local political and research think tanks, reforming the mechanism of university think tanks, and encouraging university think tanks to take an active part in local governance, accelerating the integration of intellectual media and paying attention to the socialized dissemination of think tank results, and creating a new coalition of local think tanks and improving the quality and influence of think tanks.

Abstract： Purpose/significance Fundamentally, the core of the university-affiliated think tanks construction is the capability building. This paper systematically constructs the university think tank capability system, provides guidance and enlightenment for its improvement, and accelerates its construction in China. Method/process Based on the decision-making theory, policy process theory and its operating characteristics, this paper constructs the operating framework of university-affiliated think tanks constructs the capability system, and summarizes the current situation. Result/conclusion The elements of university think tank capability system includes basic capability, intelligence capability, achievement output and innovation capability, political capability
and service capability. The basic capability of that is strong, but the others are insufficient. Therefore, it is important for university-affiliated think tanks to emphasize intelligence, persist academic orientation with academic research and policy research together, take policy consultation as the main direction, and establish service concepts and improve service capability at multiple levels.

Abstract：
At present, scientific data management is being highly concerned and closely studied by scientific research institutions all over the world. Comparing and analyzing the similarities and differences between international and domestic scientific data policy research is conducive to the development of this field. This paper selects the papers related to scientific data policy as the research object, uses the methods of literature metrology and content analysis to analyze the development characteristics and evolution trend of international and domestic research in this field, and reveals the research hot spots. The results show that both international and domestic scientific data policy research are in the stage of exploration and development, and the amount of research literature fluctuates and increases. The research direction is dominated by information science and library science, and some research belongs to interdisciplinary achievements. International research pays more attention to scientific research data sharing, while domestic research focuses on scientific data policy, data management and the research relationship between scientific research data.
