Abstract： As an important means to achieve the goal of carbon neutralization, hydrogen energy has attracted global attention. As the United States has more than 30 years of practical experience in hydrogen energy R&D and application, this study conducts a detailed investigation on the hydrogen energy development plan and strategy formulated by the U.S. government, analyzes the U.S. hydrogen energy strategy and development objectives, direction and achievements since 1990, and focuses on the latest U.S. hydrogen energy development strategy in 2020 and the hydrogen energy breakthrough plan in 2021. It is concluded that the current US government has moved from initially establishing hydrogen energy technology reserves and promoting the application of hydrogen fuel cells in the transportation industry to accelerating the R&D and commercialization of the low-cost whole chain of hydrogen energy, especially green hydrogen technology under the goal of carbon neutralization, with diversified goals such as realizing the goal of carbon neutralization, establishing and developing hydrogen economy, and occupying a leading position in the global hydrogen energy technology and market. At the same time, the United States has relatively mature R&D and demonstration experience in electrolytic water technology. In the future, it will develop in the direction of megawatt scale and clean hydrogen production from renewable energy such as solar energy and nuclear energy. Abstract： At the beginning of the 14th Five-Year Plan, China has further promoted high-quality and in-depth development of social economy, and made clear the action plan for transformation of intellectual property related work from the pursuit of quantity to high#2;quality development. Among them, how to stimulate the vitality of innovation subject through intellectual property protection is a systematic work, which needs in-depth study. Abstract： Basic research is the source of original innovation. Strengthening basic research, looking forward to the future scientific development direction, and seizing the commanding heights of future development are the new requirements for the academic leadership of the Academic Divisions of the Chinese Academy of Sciences (CASAD) in the new era. The Discipline Development Strategy Research Program (DDSRP) of CASAD aims to explore the internal development rules of each discipline, to look forward to the medium and long-term development trends of various disciplines, to grasp the development direction of emerging and interdisciplinary subjects, to clarify the frontiers of science and major scientific issues, and to guide the development of the related disciplines in China. This paper introduces the basic situation of the research work of DDSRP of CASAD, and analyzes the influence and impact of DDSRP based on literature research and questionnaire survey. Abstract： Purpose/Significance The paper proposes a method for the selection of representative papers, which provides support for the selection and evaluation of representative works. Method/Process Considering the innovation and influence of the papers comprehensively, the paper designs a representative index, and takes the papers with the highest representative index as the representative papers of scholars. Taking an outstanding scientist as an example, the paper selects his representative papers, and uses the main path analysis method to test the innovation and influence of the selected representative papers. Result/Conclusion The empirical results show that the representative index can effectively select the representative papers of scholars, and it is feasible to use the method to select the representative papers.
