  • Bibliometric and Thematic Knowledge Map Analysis of Curriculum Ideological and Political Education Research in Universities

    Abstract: [Purpose/Significance] Analyzing and summarizing current situation in the field of curriculum ideological and political education research can provide reference for grasping the research focus in this field. [Method/Process] The research adopted a combination of qualitative and quantitative research methods, took the data of 946 literature in the field of curriculum ideological and political education published by undergraduate colleges in core journals from 2017 to 2021 as samples, standardized the key words of the literature, and combined the reading and judgment of the content of the literature, the literature in the field of curriculum ideological and political education were divided into three major research types of cognitive theory, methodological theory and practical theory and eight research themes of theoretical interpretation, ideological and political elements, teaching system, professional ideological and political education, classroom teaching, teacher team, evaluation system and planning and implementation. Using bibliometrics and VOSviewer software to further analyze the research trends in the field of curriculum ideological and political education, as well as the characteristics of various research types and research topics. [Result/ Conclusion] The research results show that the curriculum ideological and political education research has three characteristics: combining professional characteristics, taking great thought and politics education as the core and emphasizing collaborative education. On this basis, it puts forward three suggestions for curriculum ideological and political education research and practice: grasp the characteristic trend, base on the great thought and politics education and give full play to the collaborative advantages.

  • Research on Scientific Research Data Services under the Trend of Intelligent Scientific Research

    Abstract: Objective  Systematically sort out and summarize the operation process of scientific research data in the scientific research process under the trend of Intelligent Scientific Research, mine the potential scientific research data demand, and provide thinking for the transformation and development of scientific research data services under the new trend. 
    Methods Under the guidance of the theory of scientific research data life cycle, taking the field of materials and chemistry as an example, this paper analyzes how scientific research data can be transformed into knowledge in the intelligent research of scientific research, and constructs six stages of scientific research data life cycle operation process, including data management plan, data generation and collection, data processing and analysis, data generation and publication, data storage and sharing, and data reuse, so as to explore the role and potential needs of scientific research data.
    Results The research on intelligent scientific research demonstrates the exploration of multi-source heterogeneous data integration, fine-grained data structuring, human-machine interaction language representation, data association mining, and the enrichment of scientific research data types.
    Conclusions It is recommended to strengthen the construction of high-quality and comprehensive data networks in the field of scientific research data services in the future, deepen embedded scientific research data services, enhance the knowledge and artificial intelligence literacy of librarians in the field, attach importance to the mining of experimental information in textual data, and pay attention to the exploration of human-machine interaction language.

  • Evolution and New Change of UK Public Sector Research Establishments

    Abstract: National research institutes, as an importance part of national strategically scientific and technological strength, are facing great challenges in development and management under the new S&T revolution and increasing national strategic demands. Based on reviewing the evolution of UK public sector research establishments, this study takes in-depth analysis of the new idea and organizational model changes in recent ten years, including the mission and layout, external management, internal governance, and interdisciplinary research mechanisms of UK public sector research establishments. Further inspirations are provided for the reform of Chinese national research institutions and the establishment of new research institutes.

  • Developing Science and Technology Policies for High Risk-High Reward Research

    Abstract: High Risk-High Reward (HRHR) research refers to scientific research with high risk of failure but characterized by breakthrough, innovation and originality. It truly reflects the original innovation ability of science and technology, is committed to bringing major scientific discoveries and technological breakthroughs, and is conducive to accelerating the improvement of national competitiveness in original science and technology. The theoretical and methodological research in this area will help improve science and technology policies. On the basis of clarifying its development background, conceptual connotation and characteristics, this paper discusses the construction of a “decision-funding#2;implementation” model of HRHR research and management system. By taking the HRHR projects of typical international scientific research institutions as case studies, it systematically analyzes, compares and summarizes the basic principles, review processes, advantages and disadvantages of representative academic review mechanisms such as peer-review model, project-manager model, and de-review model. Based on the innovation experience of foreign HRHR research projects, some suggestions are put forward: formulate HRHR research funding policies to promote original innovation; improve the academic review mechanism for selecting HRHR research; and create an excellent academic ecology that stimulates HRHR research development.

  • “Input-Output-Policy” Analysis on Basic Research of Scientific and Technological Powers and Its Enlightenment to China

    Abstract: Basic research is the theoretical and knowledge source of all science and technology, the basis of applied research and experimental development, and plays an important role in national development and technological progress. This study takes five major scientific and technological powers (the United States, United Kingdom, Germany, France, Japan) as the analysis object, “inputoutput-science and technology policy” as the analysis framework, compares from the intensity of scientific research input, especially the intensity of basic research input long-term time series trend analysis, to scientific research paper published, scientific research field international authoritative awards and the Nobel award, as well as the supportive policies and innovation policies of basic research of the scientific and technological powers. Analysis shows that the scientific and technological powers attach great importance to basic research, and its basic research investment intensity has been more than 10% in a long time. High investment in basic research has laid the foundation for major research outputs. Finally, this study puts forward some enlightenment suggestions for China to strengthen basic research and build a strong scientific and technological power.

  • Impact of COVID-19 Pandemic on Science and Technology Development Worldwide and Its Enlightenment

    Abstract: The COVID-19 pandemic has catastrophically affected the economy, society, security, and health around the world, and it has also put forward the new requirements for the development of science and technology. Since then, many countries and regions, such as the United States, the United Kingdom, Germany, France, Japan, Russia, and European Union, have tried to solve the “dangers” and seek the “opportunities” by applying and developing science and technology. Therefore, these countries and regions are ambitious on scientific and technological strategic arrangements in digital economy, cutting-edge technology, biosafety, climate and environment, in order to accelerate economic recovery. With the introduction of the new trends of science and technology strategies in these countries and regions, this study summarizes the common strategic layouts on paying attention to cutting-edge technologies, advancing the digital economy, focusing on biosafety and health, and emphasizing the protection of the climate and environment, which shows five features, as digital, intelligent, human-oriented, ecological and national. Thus, we put forward suggestions for China’s forward-looking strategic layout of science and technology development: getting rid of the impact of the pandemic with the self-reliance and independent development of science and technology; formulating a data strategy to promote economic and social digital transformation; focusing on life and health to vigorously promote the construction of Healthy China; changing the development mode and persisting green development on ecology.

  • Big Earth Data Research Topic Evolution and Influence Analysis

    Abstract: Big data driven data-intensive scientific discovery, and the Big Earth Data is the base and engine of Earth system science. Based on observation of natural geographical elements on different scales and acquisition of data, and the data obtained during the interdisciplinary research processes, integration and mining analysis will promote the development of Earth science to achieve significant innovation. The Big Earth Data has also become the important national strategic resources, and exerted influence on international cooperation and diplomatic relationship. In this study by means of literature metrology, the Big Earth Data literature from the Science Citation Index (SCI) and Social Science Citation Index (SSCI) was analyzed. According to the global paper output quantity, the influence of countries and institutions, research topic, research hotspot change, international cooperation, and so on, present situation of the Big Earth Data research was revealed. Some suggestions in the future will focus on sharing and integration of developing interdisciplinary Big Earth Data, and in order to improve the Earth science data depth mining theory and method, and to realize analysis, modeling and prediction of complex Earth system, and to support and serve global change and sustainable development.

  • Analysis and Review on Gene Editing

    Abstract: Gene editing technology is a very important bioengineering technology, which is widely used in biomedicine, biological environmental protection, and agricultural production. Based on the analysis of patents and articles related to gene editing, this study reveals the development status and trend of gene editing technology from the following aspects: Patent application and publication of major global institutions, overview of CRISPR technology patents, cooperation among patent inventors in various countries, analysis of technology flow direction, technology composition, and status of main innovation subjects. Countermeasures and suggestions on the original technology innovation, industrialization process, and international collaboration are put forward for researchers and decision makers in the related fields.

  • Emphasis on Role of Technology Sciences in Supply Side Reform of Science and Technology Innovation

    Abstract: The concept of technology sciences was proposed by Mr. Tsien Hsue-shen. It occupies a middle position in the chain of basic science and engineering technology innovation and plays a bridging role. For a long time, the concept of technology sciences has been rarely mentioned in China’s science and technology policy making process, which to a certain extent has led China’s science and technology policy to either favor the basic research or the engineering and technology, which is not conducive to the output of major scientific and technological innovations. It can also lead to the occurrence of the “neck jam” phenomenon. In response to the above problems, the key role of technology sciences in the supply side of science and technology innovation is expounded through literature review and case study. In addition, we construct a whole chain model of science and technology innovation with basic science as its source and technology sciences as its core. This study puts forward countermeasures and suggestions from three perspectives: knowledge, talents, and policy. Through the supply side reform of science and technology innovation, the whole chain of science and technology innovation is accelerated to provide a strong source of driving force for innovation.

  • Forward-looking Governance on Disruptive Technology Innovation

    Abstract: The scientific governance is the most important to S&T because of its dual nature for societies. The concept and method of governance has been adapted to strengthen the management of the S&T systematically, which is the scientific choice of national economic and social development. As the one of the significant breakthroughs to innovation, disruptive technology is the strategic opportunity to build China into a world science and technology power. With the potential, dramatic, and systematic impact, disruptive technology could reshape the rules and structures. For disruptive technological innovation, it is urgent to introduce the forward-looking governance notion to master its great impact in advance, and promote its development and application actively and scientifically. In order to promote the disruptive technology development and predict and reduce its risks, this study constructs a forward-looking governance system of disruptive technology innovation, discusses the basic characteristics of the system, establishes the core research framework, and provides the suggestions on the main governance process.

  • Research on Big Data Ecosystem and System Construction of Industrial Think Tank

    Abstract: Purpose/significance Big data has brought opportunities for the development of industrial think tank. This study combines ecological theory to further deepen and enrich the theoretical system of big data construction of industrial think tank, providing new ideas for improving the innovation and forward-looking of industrial think tank research. Method/process On the basis of clarifying the concept of the big data ecosystem of the industrial think tank, the big data ecosystem of the industrial think tank is constructed from the five aspects of data subject, information resource, expert wisdom, tool methods and knowledge services. The big data system construction of industrial think tank combines the data life cycle management system and system service function design. Finally, according to the case analysis of CCG, the development path of big data construction of industrial think tank in China is proposed. Results/conclusion The construction of the big data ecosystem of industrial think tank is a key link in the construction of industrial think tank, which must adapt to the development environment of big data and artificial intelligence, integrate multi-source data resources and cross-field expert wisdom, innovate methodologies and technology tools that match the modern development requirements, carry out data life cycle management and data mining analysis, and provide basic and shared decision-making consulting services for China’s industrial development. 

  • Strategies and Tactics of Internationalization of Chinese STM Journals

    Abstract: China has been an important country in science and technology of great influence. The internationalization of Chinese STM journals is an important embodiment of China’s science and technology competitive power and cultural soft power. Chinese STM journals not only show China’s science and technology achievement to the world, but also promote international communication and cooperation, expedite scientific research and innovation. This paper provided strategies and tactics on how could Chinese STM journals be international in eight facets: internationalization of Chinese STM journals should be included in the overall layout of The Belt and Road; provide flexible export policies and channels; accelerate the publication of open access journals; develop international publishing and disseminating platform of China; actively run more English STM journals; translate and introduce more Chinese STM journals to the world; attract and educate international journal professionals; improve business operation and management of STM journals, aiming at promoting the prosperity and development of Chinese STM journals, and enhancing science and technology competitive power and cultural soft power of China.

  • Research on the Capability Building of University-Affiliated Think Tanks

    Abstract: Purpose/significance Fundamentally, the core of the university-affiliated think tanks construction is the capability building. This paper systematically constructs the university think tank capability system, provides guidance and enlightenment for its improvement, and accelerates its construction in China. Method/process Based on the decision-making theory, policy process theory and its operating characteristics, this paper constructs the operating framework of university-affiliated think tanks constructs the capability system, and summarizes the current situation. Result/conclusion The elements of university think tank capability system includes basic capability, intelligence capability, achievement output and innovation capability, political capability
    and service capability. The basic capability of that is strong, but the others are insufficient. Therefore, it is important for university-affiliated think tanks to emphasize intelligence, persist academic orientation with academic research and policy research together, take policy consultation as the main direction, and establish service concepts and improve service capability at multiple levels.

  • Analysis on Hot Spots and Evolution Trend of Scientific Data Policy Research

    Abstract:

    At present, scientific data management is being highly concerned and closely studied by scientific research institutions all over the world. Comparing and analyzing the similarities and differences between international and domestic scientific data policy research is conducive to the development of this field. This paper selects the papers related to scientific data policy as the research object, uses the methods of literature metrology and content analysis to analyze the development characteristics and evolution trend of international and domestic research in this field, and reveals the research hot spots. The results show that both international and domestic scientific data policy research are in the stage of exploration and development, and the amount of research literature fluctuates and increases. The research direction is dominated by information science and library science, and some research belongs to interdisciplinary achievements. International research pays more attention to scientific research data sharing, while domestic research focuses on scientific data policy, data management and the research relationship between scientific research data.

  • Research on author attribution based on core topic

    Abstract:

    [Background and purpose] Author recognition is developing towards the use of multilevel features. Compared with stylistic features, thematic features are still a few in the research and application of author recognition, especially for Chinese social media texts. At the same time, the research on the use of topic features focuses more on the innovation of the extraction technology and methods of topic features, but not on the identified topics and the application methods of topic features. Therefore, the basic purpose of this study is to study the use of topic features in the author recognition of Chinese social media texts, and further develop strategies to identify and screen the core topics in the topic features, optimize the use of topic features, so as to improve the use effect of topic features in the author recognition. [Methods] The research first uses the LDA topic model to extract the academic topics and social topics of the candidate authors, and then uses Word2vec to develop a merge screening strategy to identify and represent the core topics, and finally uses N-gram features and similarity calculation to achieve author recognition. [Results] The experimental results showed that the thematic features had a certain positive effect on the author's recognition in the corpus of this study, and the strategies and applications related to the core thematic features proposed in this study could also optimize the use of thematic features.

  • Attribution of the Price Fluctuation of Digital Resource and the Countermeasures of Library

    Abstract:

    AbstractPurpose/SignificanceDigital resource will become the main content of library resource construction, but library is faced with multiple dilemmas such as funding cuts, user demand increasing, and price rise of database providers continuously in the post epidemic period, It is urgent to explore the strategies to deal with these problems.【Method/Process】We condense digital price research findings into eight views include “monopoly theory” “pricing method theory” “game theory”and so on, and review them from the perspective of internal and external causes. According to the classification of the Natural Logic Model of the attribution theory of cognitive psychology, we determine the information conditions of consistency, differentiation and consistency, then conclude that the price fluctuation of digital resources is caused by individual and environmental factors, and individual factors are the main causes. The basis of "monopoly theory""pricing method theory" and "industry theory" are correct exploration of orientation.【Result/Conclusion】We should contemplate the universality of monopoly and analysis its crux , strengthen the function of library alliance in price coordination area, establish the theoretical research system of digital resource pricing, and adapt the new role of supporting open publishing when face to the problem of price fluctuation of digital resources.

  • Information security problem and control in scientific paper publishing in open scientific environment

    Abstract: Abstract   Objective/Significance the background of the wave of open science and the explosive growth of science and technology, it is of great significance to pay high attention to and study information security hidden dangers objectively existing among them, and to guarantee the information security of scientific research results publication and academic exchange in China. Methods/Process This paper sorts out and interprets the concept of information security of scientific papers under open science, and conducts a comprehensive analysis of the possible dangers during the publication process, and builds an information security framework on this basis. Result/Conclusion  It is necessary to pay more attention to the problem of information security in Chinese scientific and technological papers, and establish the review and processing mechanism of information security in the process of paper publication.

  • Transformation Mechanism from Information Research to Think Tank Research ——Get through the Last Mile from Information to Think Tank

    Abstract: Purpose/Significance In order to play the greater value of information, information science and information agencies, and promote the transformation of information research into think tank research. Method/Process This study used the methods of literature research and comparative study to define the concepts of information and think tanks, and analyze the relationship between them. Result/ConclusionThis paper puts forward the "SQTSP process" that information runs through the whole process of think tank research, and summarizes the keys to the transformation of information research to think tank research from five aspects: way of thinking, market nature, user-oriented, attribute characteristics and guiding factors, and provides suggestions for the transformation of information research to think tank research. Three construction paths are proposed for the construction of information-supported think tanks.

    Abstract: " Purpose/significance This paper combs the key nodes of open access, analyzes their causes and consequences, and provides reference for related researchers in the field. Method/process By using the methods of literature research, induction and case analysis, this paper systematically combs the key nodes of open access, and interprets the key problems and their causes and consequences from five aspects: origin, main effects, obstacles, development status and prospects. Result Open access plays an important role in the process of academic exchange, and its effectiveness is increasingly prominent, but at the same time, there are also problems from funding, quality control, intellectual property protection, commercial publishers, academic circles and so on. Conclusion Analysis of the development of open access can provide meaningful reference and thinking for stakeholders. In addition, in the current unstable period of academic publishing, it is necessary for all walks of life to contribute more wisdom to jointly promote open access.
