  • Research on science and technology innovation strategy and policy system: “3+5” analytical framework

    Abstract: As an important means of promoting national scientific and technological development, S&T innovation strategy and policy are advancing towards a multidimensional “synergy” among S&T, the economy, society, and the environment, and they need to encompass many internal and external elements of S&T system. Accordingly, an overall S&T policy framework covering key elements and relevant interactions should be constructed. This study proposes “3+5” analytical framework for S&T innovation strategy and policy. Specifically, (1) this study defines the conceptual connotation of “3+5” framework, and puts forward the “design layer” including guiding strategy, planning layout, and institutional arrangement, and the “construction layer” including policy on innovative actor, policy on resource allocation, policy on scientific and technological talents, policy on the transformation of achievements, and policy on research environment; (2) this study describes the logic of “3+5” framework in terms of its role and value dimensions; (3) this study examines China’s strategic layout of scientific and technological innovation, and conducts a policy analysis on the basis of “3+5” framework.

    Abstract:加强基础研究,是实现高水平科技自立自强的迫切要求,是建设世界科技强国的必由之路。文章从基础研究与高水平科技自立自强出发,梳理了一线科学家和管理者对战略性基础研究和有组织的基础研究在面向重大基础社会发展问题和突破关键核心技术重要性的思考,提出:基础研究需要一个包容的生态,没有基础研究就没有思想源泉去发明创造,同时基础研究一些好的研究源头应该来源于应用甚至生产生活实际。战略性基础研究是在基础研究的框架下,注重经济社会发展问题中总结出的重大科学问题,并对现实问题解决有直接的作用。有组织的基础研究是在有相应资源保障支持下围绕相对明确的目标有组织地开展,使国家能够在尖端科技领域保持发展与领先。构建以基础研究为根基的创新驱动需要多元主体共同发挥作用,引导企业加强基础研究投入、推动企业与高校、科研院所联合开展基础研究、加强政府政策制定推行等方面,从而建成一个以基础研究为根基的高效创新体系。

  • 刍议科普现代化的本质特征与建构路径

    Abstract: This study starts with the new requirements for the popularization of science put forward at the 20th National Congress of the CPC, and proposes the development ideas for modernizing the popularization of science. It is deeply analyzed the dialectical relationship between the popularization of science and modernization with Chinese characteristics, sorted out how the popularization of science has strongly supported and promoted modernization with Chinese characteristics in history, studied the new situation and problems facing scientific innovation and popularization in the current process of modernization, and put forward the direction for innovative development of the popularization of science in the new era under the guidance of the goal of modernization with Chinese characteristics. The connotation and scope of modernizing the popularization of science are systematically expounded, and five essential characteristics are proposed: modernizing goals, systems, coordination, mechanisms, and means. Furthermore, from three aspects: the vigorous development of undertakings for the popularization of science, the full satisfaction of public demand, the complete and efficient system for the popularization of science, the smooth transformation of innovation achievements, the deeply rooted scientific culture, and the continuous optimization of innovation environment, the vision and goal for modernizing the popularization of science are put forward. Based on this, the construction ideas and implementation paths for modernizing the popularization of science are proposed.

  • Think Tank Double Helix Methodology on Employment Problems in Internet Age

    Abstract: With the world-renowned development and proliferation of the Internet in China, we have seen the dawning of the IoE (Internet of everything) era, where there will be significant permeation into all corners of society. The new formats as Internet economy and digital economy become the new momentum for economic growth, and it will have profound impact on the demand for skills, which is considerably high on the agenda of social research. Accordingly, we need to grasp the law of development, have insight of trends, make predictions and give policy response. This study proposes to build a new think tank research system on employment in the Internet age, based on the Think Tank Double Helix Methodology. First of all, the necessity of constructing a new think tank research system on employment is expounded with theory and methodology. Then, this study summarizes the key elements to build a new think tank research system on employment from the perspective of research links and logic, based on the “Six Transitions” of the Think Tank Double Helix Methodology. Finally, we consider and explain the relationship between think tank research and academic research, furthermore, this forms academic and practical think tank research system by building up a connection between those two.

  • Impact and Enlightenment of EU’s “Industry 5.0” to High-quality Development of China’s Manufacturing—Research on Application of Think Tank Double Helix Methodology

    Abstract: The world is experiencing a great change with the combined impact of the COVID-19 pandemic. In the post-epidemic era, the world’s major economies have begun to plan their strategic adjustments, economic revival and transformation. Industry 5.0, as the EU’s new strategy to plan the “New Industrial Revolution” and promote industrial transformation in Europe, has raised wide attentions in the world and has become a hotspot of think tank research. Guided by the think tank double helix methodology, this study constructed a cognitive framework to study industrial strategy and its related complex system issues such as international relations, science and technology strategy, and economic and social development from systematic, subjective, scientific, global and practical perspectives, researched the feature, purpose and significance of Industry 5.0, as well as its impact, enlightenment and reference on the high-quality development of China’s manufacturing, and put forward the coping strategies. This study fully revealed the value and significance of think tank double helix methodology in expanding the research horizon of such issues.

  • Evaluation of Regional Innovation Environment Based on Think Tank Double Helix Methodology

    Abstract: The evaluation of regional innovation environment (RIE) is an important policy tool to strengthen the construction of regional innovation system (RIS). At present, the research is academic rather than decision-making, and lacks the guidance of research methods of think tanks based on the complex social system. Based on the think tank double helix methodology raised by Institutes of Science and Development, Chinese Academy of Sciences (CASISD), this work carries out a systematic and in-depth study on the evaluation of China’s RIE and its index system in the new era on the basis of objective and scientific evaluation of relevant research and practice. Firstly, taking the data-information#2;intelligence-solution (DIIS) method as a main approach to in-depth summarize the evaluation of RIE, and analyze the grasp of the hierarchy of evaluation objects, the evolution dynamics of evaluation theory, and the structure of evaluation index framework in the existing research layer by layer from phenomenon to essence, so as to reveal the essential attribute of the evaluation of RIE as a policy tool, and explore the function of the evaluation as a means to guide the social cognition and development trend. Secondly, taking the mechanism-impact-policy-solution (MIPS) as the main method and taking steps from the past to the future, to discuss the scientization of the analysis idea of the evaluation index system of RIE, explain the evaluation mechanism through past cases, and the decisive role of the basic mechanism of regional innovation environment development on the construction of the evaluation index system, as well as the differences and commonality of the evaluation indexes in different regions; then, through the current case analysis of the impact mechanism, this study expounds the impact of different policy positioning, research methods, and regional factors on the evaluation index system and its effect; furthermore, it is proposed that the evaluation facing the future development should highlight the policy action mechanism and scientifically deal with the relationship between innovating stages and the instrumentality of evaluation. Finally, by using the think tank double helix methodology, a matrix cross fusion of DIIS and MIPS, this work studies and puts forward a systematic solution to improve the evaluation index system of RIE from process to result. The main conclusions are as follows. Firstly, a new analysis method for systematic analysis of evaluation indicators is summarized by using the think tank double helix methodology, which is called the “four-dimensional analysis method”. Secondly, the think tank double helix methodology adheres to the “Three Orientations”, which makes it easier to find and overcome the disadvantages of the single, empirical, scattered, academic, and static method of “from index to index” in the previous research. Thirdly, the think tank double helix methodology derives a systematic solution that is both theoretical and practical, and constructs the general requirements, basic principles, main characteristics, evaluation methods, and objectives of the organizational implementation stage of the regional innovation environment evaluation index system that is more suitable for China’s developing stage now, in line with the direction of innovation strategy and policy needs. The study shows that the think tank double. helix methodology do adhere to the systematic scientific method and provide a new paradigm of the research of think tanks on complex social systemic issues with clear thinking, rigorous logic, and clear guidance.

  • Decomposing Research Problems in Think Tank Double Helix Methodology

    Abstract: How to correctly analyze and decompose the research problems considering the complexity of think tank research problems, especially the major needs of the country, is of great significance for proposing scientific and effective problem solutions. One of the key issues in the Think Tank Double Helix Methodology the need to analyze research problems from the process of “analysis-convergence-reduction”. That is to decompose them into a series of sub-problems, and to combine various types of knowledge to investigate the sub-problems, and to conduct a comprehensive restitution of the research problem to propose a satisfactory solution to the original problem finally. In the process of problem-solving, problem-decomposition is the first and crucial step to start the research work. This article focuses on the analysis and research of how to decompose think tank research problems. Under the framework of the Think Tank Double Helix Methodology, four steps of the analysis problem are proposed (defining the problem, describing the problem, constructing the frame, and forming a set of sub-problems), and intends to provide a set of practical and feasible methods to analyze problems. This study is to provide methodological supports for decision makers and managers relevant to think tanks.

  • Strategy of Scientific and Technological Powerhouse in New Era

    Abstract: Scientific and technological powerhouse is the core of a fully modernized country, and the scientific and technological modernization is an important part of modernization with Chinese characteristics. To grasp the new development stage, implement the new development concept, build the new development pattern, and promote the high-quality development, it is urgent to systematically promote the construction of scientific and technological powerhouse (STP) in the new era from the perspective of strategic system. Firstly, define the strategic connotation and establish the strategic system analysis framework of “strategic environment-strategic objectives-strategic capabilities#2;strategic actions”. Secondly, analyze the strategic environment for constructing an STP, accurately study and judge the general trend of long#2;term development and firmly grasp the strategic opportunities of science and technology. Thirdly, enrich the strategic goal of constructing an STP, enter the ranks and forefront of innovative countries, and constructing an STP. Fourthly, enhance the strategic capacity of constructing an STP, build a national innovation system, and strengthen strategic scientific and technological force and strategic talent force. Finally, deepen the strategic action of constructing an STP, implement the innovation driven development strategy, and promote sci-tech self-reliance and self#2;strengthening at higher levels.

  • Proposal for Establishing Wide-area Virtual Power Plant Based on PV-dominated Energy and Physical Energy Storage System

    Abstract: The key issues to achieve the “dual carbon” goals mainly involve three aspects: the structure of energy and power supply, the development of energy storage technology and the construction of new power system. Combined with the specific situation of China, this study analyzes and forecasts the power supply structure dominated by renewable energy; Considering the characteristics and development needs of renewable energy, the viewpoint and idea are put forward to develop physical energy storage, especially underground energy storage engineering, to meet the large-scale energy storage needs of power grid. On this basis, the overall idea is suggested for constructing wide area virtual power plant and future power system.

  • “Ten Key Issues” of Think Tank Double Helix Methodology

    Abstract: With the deepening of think tank construction, the importance of think tank research has become increasingly prominent. Think tank double helix methodology focuses on solving the problem of “how to do” think tank research, provides a systematic cognitive perspective for think tank research. Starting from the origin of think tank research, this study proposes the “ten key issues” of the think tank double helix methodology. The first key issue is “the decomposition and analysis of think tank problem”. This issue is the critical starting point for think tank problem research. The think tank problem is simplified and decomposed into the single-dimensional sub-problem set, and the structured cognitive framework is established, which is linked to the existing knowledge system. The second key issue is “the scenario analysis driven by think tank problem”. The various scenarios of the think tank problem that may occur in the future are considered, and the possibility of these scenarios, their impact and consequences are analyzed to help decision makers make reasonable decisions. The third key issue is “ the uncertainty analysis of think tank problem research”. Through analyzing the uncertainty in policy-making, the risk degree and scope brought by uncertainty, and the results under different risks, the deviation of think tank problem solution is reduced. The fourth key issue is “the policy simulation analysis of think tank problem research”. The convergence of economics, sociology, management, public policy, and other multidisciplinary theoretical knowledge is used to model and calculate think tank problem under the support of computer technology, and the past causes and future impacts of policy are analyzed accordingly. The fifth key issue is “ the circulative iteration of think tank research”. When there are situations such as incomplete cognitive framework, insufficient expert consensus, and deviations between objective analysis and subjective judgment, a new round research needs to be opened. Such a circulative iteration is a process of deepening understanding, continuous convergence, repeatedly evidence-based, and seeking solutions. The sixth key issue is “the coupling relationship between DIIS and MIPS”. The two spirals of data-information-intelligence-solution (DIIS) and mechanism-impact-policy-solution (MIPS) are tightly coupled, interlocked, and mutually affected, achieving convergence from relatively decentralized, open, and cross-domain think tank research to practical solutions. The seventh key issue is “the expert organization and management of think tank research”. The selection of experts needs to be closely linked to the think tank problem to achieve a match between experts and problem. With the deepening of research, it is necessary to continuously search for and select suitable experts, and dynamically organize a wider range of experts to participate in research. The eighth key issue is “ the human-machine combination think tank research support system”. The emergence of artificial intelligence scientists and human-machine combination interaction platform systems provide possibilities for human-machine combination think tank research. This will become the trend and direction of think tanks in the future. The ninth key issue is “the combination of objective analysis and subjective judgment”. To maintain the independence of think tanks, it is necessary to combine objective analysis and subjective judgment, avoid decision-making deviations on the basis of fully considering objective facts, and prevent intentional subjective intervention on the basis of fully analyzing the demands of relevant stakeholders. The tenth key issue is “the think tank product quality management”. The quality of think tank products represents the core competitiveness of the think tank. Think tank double helix methodology can provide a basis for the quality control of the whole think tank research process. “Ten key issues” is another innovation, deepening, and development of think tank double helix methodology. Solving “ten key issues” will provide more specific method and tool set for think tank double helix methodology, and make think tank research more operational, formalization, and scientific.

  • From Strategic Emerging Industries to Future Industries: New Directions, New Problems and New Ideas

    Abstract: The development from strategic emerging industries to future industries reflects the development trend of global science and technology frontier, and it is more a new need to build a new engine for industrial upgrading and build a new development pattern in China. In the process of gradual development and breeding of future industries, strategic emerging industries continue to open up new directions and expand new fields, while they also bring new problems and new requirements for original innovation, factor market and industrial ecology. Focusing on these new requirements and problems, this study puts forward policy recommendations, namely enhancing the original innovation capacity, improving the conversion rate of scientific research achievements, improving the factor market, building a good industrial innovation ecosystem, optimizing the industrial division of labor and spatial layout, as well as the management mode of innovation fields, continuing to expand the opening up to the outside and the inside, and building a domestic and international dual-cycle system.

  • 2022 Technology Focus: Analysis and Interpretation of 20 High-impact Patented Technology Focus

    Abstract: 2022 Technology Focus report developed by the Institutes of Science and Development, Chinese Academy of Sciences (CASISD), is based on the role of “Technology Focus” in the fields of information, energy, life and material manufacturing in the new technological revolution. We select and determine “20 High-impact Patented Technology Focus” from the 32 “Technology Focus” areas that are highlighted in the report. It briefly describes the basic meaning, technological innovation challenges, and the research path. Based on the distribution of comprehensive influence scores of patent data in “Technology Focus”, it reveals the technical innovation points and the characteristics of the national institutions of the patents with higher scores. Finally, three conclusions are given: (1) the technology focus characterizes the “difficulties” and “pain points” of industrial technological innovation in many fields around the world; (2) developed countries in science and technology occupy the commanding heights of most “Technology Focus”; and (3) the patent patent ownership institutions in the “Technology Focus” are leaders in industrial technological innovation.

  • 2022 Research Fronts: Development Trends and Key Research Questions in 11 Broad Research Areas

    Abstract: In 2022, Institutes of Science and Development, Chinese Academy of Sciences (CASISD), the National Science Library, CAS, and Clarivate Analytics released their joint report Research Fronts 2022. The report utilized the Essential Science Indicators (ESI) database to do co-citation analysis. The 2022 report started from 12 610 research fronts in ESI and identified a total of 165 research fronts, including hot and emerging specialties spanning 11 broad research areas in sciences and social sciences. With the 165 research fronts and the related core papers and citing papers as the basis for analysis, this study summarized 8 development trends in science and technology, and recent trends and key research questions in 11 broad research areas, aiming to provide reference for studying and forecasting the major development trends in science and technology, summarizing important research issues and then making systematic deployment.

  • DIIS Theory and Methodology for Multi-scale Think Tank Issues

    Abstract: In the process of advancing the modernization of the national governance system and governance capacity, the important role of think tanks becomes increasingly prominent. Because of the comprehensive crossover characteristics of think tank research problem, it manifested as different scale research problems. The research process follows the general and common methods of the think-tank Data-Information-Intelligence-Solution (DIIS) theory, and has different key elements and steps. Grasping these key elements and steps and forming different scale DIIS methods can provide effective tools and methods for individuals, research groups and research teams to investigate the think tank research problems. From the perspective of crossing, relevance, and complexity, this study analyzes the characteristics of largescale, medium-scale, and small-scale think tank problems, and develops the process of dividing the scale of think tank problems. Secondly, large-scale, medium-scale, and small-scale think tank DIIS methods are proposed based on the DIIS theory, and the relationships of them are investigated. Finally, the DIIS writing specifications of think tanks of different scales are developed in order to ensure the normative and high quality of think tank research and to better play the role of think tank.

  • Diamond Model of World Science and Technology Centers Transfer: Economic Prosperity, Ideological Emancipation, Education Prosperity, Government Support, S&T Revolution

    Abstract: Since modern times, Italy-England-France-Germany-the United States have become the world scientific and technological centers. Social factors, such as economic development, ideological emancipation, education prosperity, government support, as well as the emergence period of scientific and technological achievements, have led to the formation and replacement of the world science and technology center, the five-element diamond model can be used for effective analysis. The future world science and technology center may not only be one center, but also present the trend of multi-center and accelerate the transfer to the Asia-Pacific region. It has the common characteristics of science and technology center in history, and has the new characteristics of networking, globalization and so on. The world scientific and technological innovation has entered an unprecedented period of intense activity, providing a rare “window of opportunity” for China to establish world science and technology center. The urgent task is to perfect the talent policy, construct a friendly environment for innovation, speed up the establishment of the world education center, and preempting frontier research and subversive technological innovation, realize the Chinese Dream of great rejuvenation and make greater contributions to peacefuldevelopment and sustainable prosperity of the world.

  • Promoting Organized Basic Research: Strategic Layout and Strategic Capacity in Science and Technology

    Abstract: Focusing on “organized basic research”, this study reviews the main experience of major countries in promoting “organized basic research” from three aspects, namely, driving scientific and technological innovation, coordinating the strategic layout, and clarifying the division of strategic capacity in science and technology. Then, from the two perspectives, i.e., task layout of five types of “organized basic research”, and main orientation of strategic capacity in science and technology of three types of institution, the study analyzes the promotion ideas of “organized basic research” in China in the new era. Finally, the study puts forward the ways to improve implementation mechanism of “organized basic research” in China from four aspects, namely, scientific problem selection mechanism, resource allocation mechanism, organizational model, and management mode.

This article raised the conceptualizing framework of “organized basic research”, revealed its characteristics and major types. The article also discussed and clarified several important issues in relate to the organized basic research, that it should stick to the goal of scientific development, it should be led by scientists, and academic freedom would always constitute as its foundation.

  • Promoting “Six Transitions” in Think Tank Research

    Abstract: The article analyzed the current characteristics and situation of think tank research both domestically and internationally, and raised the ideas that think tank research need to achieve “six transitions” especially under the background of think tank construction agenda of Chinese government, which is to transition from empirical to scientific research, from discrete to systematic approach, from randomness to normativeness, from pure academic-oriented to integrative studies fitting both academic and practical requirements, from static to stable style, and from a single discipline basis to comprehensive and consistent research. Based on long-term experiences and practices in policy and strategic research, Prof. PAN Jiaofeng at the Institutes of Science and Development, Chinese Academy of Sciences (CASISD) proposed a new method for think tank research, namely the think tank double helix methodology. The methodology comprises of two cycles: the external cycle featuring three stages—the deduction of research question, the comprehensive research, and the regression to the real problem, and the internal iterative cycle involving two mutually embedded helixes—DIIS at the process level and MIPS at the inherent logic level. The DIIS helix emphasizes that the research must follow a step-wise process beginning at data (D) collection, and proceeding to information (I) revelation, intelligence (I) synthesis, and arriving at solution (S) formation; while MIPS helix stresses that the content of the research must follow a logical pathway starting from mechanism (M) analysis, developing to impact (I) analysis and policy (P) analysis, and finally arriving at solution (S) formation. In the booming field of think tank research, the double helix methodology represents a fundamental work to advance the scientific development of think tank research, given that it provides a pathway to promote the “six transitions” as mentioned above and to establish think tank research as a science. The methodology would provide think tank research with a new way of thinking, practice guidelines, and operational approach, hence establishing a research paradigm for think tank research. As a new way of thinking, it aims at eliminating the scattered, fragmented and simplified style of thinking, giving way to a more holistic and systematic mindset. As a practice guideline, it offers a global, panoramic and full-process reference for think tank research, covering both the process and the content of the research. As an operational approach, it plays an instrumental role in gathering the wisdom of experts and scholars with various academic backgrounds and experiences, and comprehensively integrating methods and tools of different types. Therefore, this article explains in detail about how to utilize the think tank double helix methodology as the basic theoretical and methodological paradigm, so as to promote the “six transitions”, and reveals the value and significance of the think tank double helix methodology in promoting the scientific development of think tank research.

  • Opportunities, Challenges, and Recommendations for Development of Future Industries in China

    Abstract: Taking technology innovation as driving force, future industries aim to meet the new needs of human and social development, with the potential to expand human understanding, enhance human capacity, and promote sustainable development of society. The forward looking layout of future industries is an important measure to build modern industrial system, cultivate new driving force of development, and promote high-quality economic development in China. Based on the description of the concept and characteristics of future industries, this paper reviews the development trends of global industry in the future, and the present situation and foundation of China’s future industry development. It also puts forward policy suggestions for the future industry development from the perspectives of accelerating the basic research, incubation of industrial ecology, and strengthening talent training.

    Abstract: As the role of think tanks in the process of advancing the modernization of the national governance system and governance capacity become increasingly prominent, the exploration on the paradigm, theories, and methodologies of think tank research become an important issue. This study raised the double helix structure of think tank research, which is a framework not only to conceptualize think tank research, but also provide practical guidance in conducting think tank research. The outer circulation of the double helix structure conceptualized the research process into question decomposing, interdisciplinary research, and regression to the true question. The inner circulation of the double helix structure is constituted of process convergence method (Data-Information-Intelligence-Solution, DIIS) and logics layer method (Mechanism-Impact-Policy-Solution, MIPS), which target separately at research process and research logics. The internal coupling relationship and the time-space domain are further analyzed. Finally, the theoretical value of the double helix structure of think tank research is raised, which could be considered as a new paradigm in conceptualizing and conducting think tank research.
