Abstract： [Purpose/Significance] Carrying out research on emerging research topics(ERT) identification and scientifically and effectively discovering their characteristic correlation laws can better serve practical needs and give play to the innovative supporting role of sci-tech information research on the development of disciplines. Aiming at discovering emerging research topic(ERT) and its characteristic correlation effect scientifically and effectively, this paper carries out ERT identification and feature analysis, while realizing the innovative supporting role of sci-tech information work. [Method/Process] Starting from the definition of the features of ERT, this paper established the methodological framework of ERT identification by using natural language processing, global principal component analysis and time series analysis. Based on the relevant theories and practices of emerging topic identification and scientific impact assessment, this thesis quantified the characteristics of the topic’s consistency, novelty, influence, and growth. On the basis of emerging themes identification, the law of the development of emerging themes in the target field is deeply excavated. Granger causality test and cointegration analysis were used to explore the long term equilibrium and the correlation effects of their characteristics. [Result/Conclusion] This paper proposes a method to identify ERT and their correlation feature analysis. In order to verify the effectiveness and feasibility of this method, the field of wetland was selected to carry out empirical research. Combined with the topic identification and feature correlation effect analysis, the final result depicted the dynamic development path of subject science influence in this field, while putting forward some advices on developing emerging topics from the perspective of associated characteristics.

Abstract： Achieving carbon peak and carbon neutrality goals is a major strategic decision made by the Chinese government, which will bring extensive and profound systemic changes for the economy and society. S&T is the core driving force that supports the goal of carbon neutrality. On the basis of the related concepts of carbon neutrality, this study analyzes the strategic actions and the characteristics of technological layout of carbon neutrality in developed countries/regions and international organizations. Major countries have promoted carbon neutrality through legislative regulation, energy strategies, technology roadmaps, carbon markets and other policy actions. They focus on deploying transformative green low-carbon technologies, such as hydrogen, CCUS, renewable energy, energy storage, nuclear energy, and clean power, to seize the technological commanding heights of the future green industrial revolution. Based on the two fundamental paths of achieving carbon neutrality — “emission reduction”, “increasing sinks”, and three research directions—“building a zero-carbon energy system”, “rebuilding low-carbon industrial processes”, and “ecological carbon sequestration and increasing sinks/negative emissions”, this study puts forward 14 important scientific issues aiming to guide more than 70 key technological breakthroughs. On the basis of all findings, 6 suggestions are proposed for China’s carbon neutrality strategy and technological layout as they are (1) strengthen the top-level design and scientific planning of the action plan for carbon neutrality; (2) accelerate the construction of the technology supporting system for carbon neutrality; (3) establish a zero#2;carbon energy system and a new power system; (4) accelerate the construction of the low-carbon industrial system; (5) promote the prospective applications of negative carbon emission technologies and the ecological carbon sequestrations; (6) Enhance the application of systematic solutions in carbon neutral strategic actions.

Abstract： Purpose/significance Fundamentally, the core of the university-affiliated think tanks construction is the capability building. This paper systematically constructs the university think tank capability system, provides guidance and enlightenment for its improvement, and accelerates its construction in China. Method/process Based on the decision-making theory, policy process theory and its operating characteristics, this paper constructs the operating framework of university-affiliated think tanks constructs the capability system, and summarizes the current situation. Result/conclusion The elements of university think tank capability system includes basic capability, intelligence capability, achievement output and innovation capability, political capability
and service capability. The basic capability of that is strong, but the others are insufficient. Therefore, it is important for university-affiliated think tanks to emphasize intelligence, persist academic orientation with academic research and policy research together, take policy consultation as the main direction, and establish service concepts and improve service capability at multiple levels.

Abstract： 目的/ 意义 深入分析世界一流环境智库斯德哥尔摩环境研究所的管理机制和研究机制，为我国的智库建设提供参考和借鉴。［方法/ 过程］对斯德哥尔摩环境研究所进行网络调研，对其组织管理模式和架构、人员构成、研究主题设置、产品体系、质量控制系统和研究发展战略等进行深入剖析，总结管理模式和研究机制特点。［结果/ 结论］斯德哥尔摩环境研究所拥有专业化和国际化的人力资源、高效的研究组织模式、前瞻性的选题和全流程质量控制机制、丰富和多样化的产品体系，对我国智库的建设和发展具有重要参考价值。我国智库尤其是环境智库应该借鉴其特点，完善组织管理机制，重视国际合作和协同研究，提升智库产品质量，丰富智库产品体系，从而多维度提升自身影响力。
