Abstract： Purpose In order to improve the quality of academic exchange and knowledge dissemination, it is necessary to actively carry out research on the collaborative development of academic journals and preprints. This paper explores the mechanism of the journal preprint policy, grasps the policy path of the collaborative development of journals and preprints, promotes the organic linkage between academic journals and preprints, and provides a basis for the formulation of relevant guidelines and normative policies for journals. Methods Based on grounded theory, this study summarized the categories and built models of the preprint policies of 120 journals, sorted out the mechanism of their action on the academic exchange behavior of authors in preprint, and analyzed the interaction mechanism of each module. Findings 1 story line , 3 scenarios (main categories), 9 categories and 25 concepts of the action mechanism of periodical preprint policy on authors’ communication behavior were summarized, and a policy-scenario-behavior integrated model of the action mechanism of periodical preprint policy was constructed. Conclusions It is suggested that periodicals should pay attention to: improving the policy environment and increasing the willingness of authors to contribute to preprint; Promote collaborative service and cultivate preprint behavior literacy of authors; We should advocate credible communication and clearly stipulate the responsibility of preprint communication.

Abstract： Purposes To explore the collaborative development path of scientific journal and preprint platform, and put forward the collaborative development strategy of scientific journal and preprint platform, so as to provide reference for building a new academic exchange model in the open science era. Methods International representative cases of cooperation between scientific journal and preprint platform were selected, and descriptive case study was used to summarize and sort out the characteristics of existing typical cooperation models, from which the collaborative development path of scientific journal and preprint platform was extracted. Findings The research found that there are three collaborative paths in the cooperation between scientific journal and preprint platform, which are resource collaboration driven by platform development, process collaboration driven by user demand, and goal collaboration driven by open science. Conclusions It is suggested that scientific journal and stakeholders of preprint should fully understand the benefits of collaborative development, continuously strengthen the awareness of collaborative development, formulate collaborative development policies as soon as possible, and jointly build a collaborative development ecology.

Abstract： Purpose/Significance There is no shortage of discussions in the library industry on how the value of academic libraries can be reflected by affecting students’ learning outcome. There are also excellent cases such as the Value of Academic Libraries’ Initiative , which have a great impact on the theoretical and practical research in the field, and have initially formed a research system. Due to the differences in the higher education systems of different countries and the focus of higher education talent cultivation goals in different eras, it is necessary to consider the actual situation and based on the construction background of double first-class university construction to explore the paths and countermeasures that are in line with the development strategy of higher education in the new era of Chinese academic libraries. Scientific measurement and evaluation of academic library services from the student-oriented perspective is an important way to clarify the key path of library value enhancement, which is helpful for libraries to optimize their services, improve their development framework and enhance their own value. Process/Method In view of the above background and related research deficiencies, this research focuses on how academic libraries can improve their own value in the new era to better serve the strategic development of universities, and become the core of value for various stakeholders to discuss. Meanwhile, the methods used in related research lack the in-depth analysis of the process of library influence. In order to systematically sort out the internal logic of library impact on students’ learning outcome, it is essential to explore the role of process factors in it, and it is not enough to use only regression analysis to conduct data statistics. This study analyzed 985 questionnaires by using the structural equation model analysis method, built a student-oriented value impact model of academic libraries with situation-effect-outcome as the main line, and explored the key influencing factors. Results/Conclusions It is suggested that the academic libraries should enhance their value influence in the following four aspects: to strengthen the policy guidance to improve the service utilization rate of academic libraries, attach importance to the contribution and value of academic libraries in the construction of double first-class university service, study and build a service system that meets the needs of users, and strengthen the service support for double first-class university construction. In this study, the research area is set in the University of Chinese Academy of Sciences and the interviewees are set at the postgraduate education stage. Although it is representative to a certain extent, the sample scope is still limited. The applicability of the conclusions obtained from the empirical research needs to be further verified to improve the reliability of the conclusions. In the future, it is necessary to investigate the influence of more types of university libraries on students’ academic performance and the influence of university libraries on students’ academic performance at different stages of education. To verify whether school factors and the training level of students have an impact on the correlation between university libraries and students’ academic performance, and whether the causal relationship between the cognition and evaluation of students promoted by university libraries and students’ academic performance is applicable to all universities and students.

Abstract： [Purpose/significance] It provides the inspiration and reference for domestic journals to carry out scientific data management, and puts forward journal scientific data management framework as well as reasonable development suggestions based on the domestic situation.[Method/process] This article selects 15 foreign journals that are good at scientific data management as research objects, and analyzes their characteristics in four aspects, including scientific data management related policies, scientific data submission, repository platform and open access.[Result/conclusion] The enlightenments are as follows: to formulate a complete scientific data management policy; establishing a detailed scientific data submission process; relating professional scientific data repository platform; promoting open access to scientific data actively.

Abstract： [Purpose/significance] Public health emergencies have a direct impact on the operation and user demand of libraries. Taking positive and effective measures to cope with the impact will help libraries improve their service capacity and enhance their core competitiveness. Measures of foreign library organizations to COVID-19 can provide reference and thinking for the domestic library organization.[Method/process] By the Internet survey and literature research method, this paper selected 13 library organizations. Then, it carried out content analysis and case study on the COVID-19 statement, notice, announcement published on their website homepage and summarized the main points its overall, provided thinking of dealing with public health emergencies for domestic libraries.[Result/conclusion] The results show that the overall characteristics of the measures in foreign library organizations are to fully reflect humanistic care, ensure the authenticity and reliability of information, guarantee the access to user resources, and seek for excellent practice cases. It is suggested that the domestic library organizations should release the statement timely, strengthen the basic concept of demand, pay attention to the implementation of beyond information literacy education, improve the ability to guarantee network information resources, and enhance the awareness of absorbing excellent practice cases to improve measures.

Abstract： [Purpose/significance] The change of information environment and the evolution of the research paradigm bring about new opportunities for information literacy education, so we need to rethink the traditional information literacy education, from traditional information literacy education to beyond information literacy education, and to promote the changes of information literacy education model.[Method/process] By analyzing the concepts and connotations of information, information literacy and the evolution, this paper made a comparative analysis of the two systems of information literacy education and beyond information literacy education, and based on the practice of University of Chinese Academy of Sciences, the structural changes of information literacy education were outlined.[Result/conclusion] The key of beyond information literacy education is that the purpose of information literacy education needs to be clear, the goal needs to be advanced, the perspective needs to be switched, and the effect needs to be reflected. The strategies are to train users from general ability to advanced ability, cross the disciplinary boundary of information literacy education, realize the reform of information literacy content and system, focus on the application of education and teaching techniques, develop the appropriate context of beyond information literacy education, and improve the spatial configuration of beyond information literacy.

Abstract： [Purpose/significance] Scientific research paradigm shift and scientific and technological innovation require patent information service, and patent information service needs to support scientific research management. Based on this, this paper sorts out the current situation of patent information service in domestic universities and explores the ways to support scientific research management.[Method/process] By means of questionnaire survey,literature research and content analysis, it analyzed the support of patent information service to scientific research management in domestic universities.[Result/conclusion] At present, there are some problems in universities, such as the neglect of patent data management, the unsound patent management system and the lack of patent information promotes the transfer and transformation platform. The following paths are suggested for improvement:playing the role of relevant functional departments; creating the exclusive patent library of our university; improving the patent management system; building transfer and transformation platforms.

Abstract： 目的/意义 当前全球学术交流模式发生深刻变革，我国正积极探索预印本平台建设路径，需要深入了解和掌握我国科研人员对预印本平台的认知与使用情况。 方法/过程 面向全国科研人员（包括研究生）开展问卷调查，调查内容包括科研人员对预印本及预印本平台的认知程度，对预印本平台的功能需求与使用情况，对预印本政策的需求建议等三个层面，并从概况、年龄、角色、学科等多个维度对调查结果进行分析。 结果/结论 我国科研人员对于预印本交流已有一定程度的认知，但总体认知水平还并不高。不同年龄和学科背景的科研人员使用预印本平台的行为有一定差异，国外预印本平台是目前我国科研人员的首选。我国科研人员普遍认为，制定预印本政策对促进我国预印本交流、预印本平台发展有重要意义。我国预印本平台建设应重视提升青年科研人员认知、关注用户需求差异性、完善平台功能、构建多层级的预印本政策体系。

Abstract： " Purpose/significance This paper combs the key nodes of open access, analyzes their causes and consequences, and provides reference for related researchers in the field. Method/process By using the methods of literature research, induction and case analysis, this paper systematically combs the key nodes of open access, and interprets the key problems and their causes and consequences from five aspects: origin, main effects, obstacles, development status and prospects. Result Open access plays an important role in the process of academic exchange, and its effectiveness is increasingly prominent, but at the same time, there are also problems from funding, quality control, intellectual property protection, commercial publishers, academic circles and so on. Conclusion Analysis of the development of open access can provide meaningful reference and thinking for stakeholders. In addition, in the current unstable period of academic publishing, it is necessary for all walks of life to contribute more wisdom to jointly promote open access.

Abstract： " ：The literature survey method was used to analyze the role of the Norwegian model in distributing scientific research funds and stimulating scientific research output, as well as our country's problems in the distribution and management of scientific research funds. After a comparative analysis, a research funding distribution model based on the quantitative indicators of the Norwegian model was produced.
