Abstract: In the era of digital economy, open source innovation has become the stimulator of innovation vitality, and is becoming an important source of high-quality supply of digital public goods. This study focuses on the importance of promoting the open source of state-funded scientific research projects, and summarizes the practical experience and policy measures of major countries and regions in the world on the open source of state-funded scientific research projects. It is also emphasized that the challenges of promoting the open source of state-funded scientific research projects in China. Suggestions for promoting the establishment of an open source mechanism of scientific research achievements are presented in this paper.

Abstract:党的二十大为新一代信息技术产业指明了方向,要以推动高质量发展为主题,构建新一代信息技术产业新的增长引擎。信息技术领域市场巨大,技术竞争激烈,比传统产业更具垄断性和技术排他性。人工智能、数据驱动和算力已经在科学界引起了巨大的变革。形成新的技术体系必须把握住新应用出现时的宝贵机遇。随着新一轮科技革命和产业变革突飞猛进、科研范式发生深刻变革,把握当前信息技术发展的机遇期,对于加快构建新发展格局、加快建设科技强国具有重要意义。

Abstract: How to development key technologies requires understanding the principles of technology evolution. This study proposes that the development process of key technologies follows the Metcalf’s Law. Furthermore, this paper presents two principles of the development of key technologies from different angles. Finally, several suggestions are raised.

Abstract: RISC-Ⅴ has been obtained huge attentions and extensively invested over the past decade due to its exciting slogan that “Instruction Sets Want to be Free”. Based on RISC-Ⅴ, we are able to build a “human community with a shared future” in the CPU chip area, although thereare still many challenges. China should explore its capability to make more contributions in building the open-source chip ecosystem.

Abstract: With the rapid development of Internet technologies, the main applications of high performance computing (HPC) are changing form scientific and engineering applications to those focusing on data processing. This situation poses grave challenges for traditional high performance computing architecture, thus high throughput computing (HTC) comes into being. This paper explains the difference between HPC and HTC according to the application features, as well as introduces the basic theory and key technologies of HTC. We also show the research results of HTC chips and systems. Through the breakthrough of above HTC key technologies, it is expected to relieve the bottleneck of core chips, and make due contribution to the China’s new high performance platform in the era of intelligent Internet of Things (IoT).

Abstract: Open source has become an essential innovation model for global technological progress and the construction of an open source innovation system is an important path for China to achieve self-reliance and self-improvement in science and technology. As an indispensable part of the global software value chain and high-tech industry chain, China needs to improve its open source innovation ecosystem. The paper, based on a systematic review of the related development policies and successful experiences on the open source work in US and Europe, puts forward a series of policy suggestions to solve the practical problems faced by the construction of open source ecosystem and promote the construction of an open source innovation system in China.

Abstract: China leaders have been always emphasizing both openness and self-reliance over the past decades. However, it is challenging for institutes and researchers to properly deal with the two requirements which are considered to be unachievable at the same time. In this study, we propose four openness modes as well as two principles for handling openness and self-reliance in the development of science and technology. This paper presents the case study on how Chinese computer pioneers made strategical decisions on the openness and self-reliance in the very early age of Chinese computer history. We also retrospect the practice of openness in the history of the development of science and technology in China. Finally, we discuss the feasibility of adopting the open#2;source mode to achieve both openness and self-reliance in the processor area.

Abstract:“面向国民经济主战场”是中科院新时期办院方针中“三个面向”之一。本文分析科技力量与国家发展之间的联系,指出科研要“面向国民经济主战场”离不开学术界与产业界的密切合作。在介绍国外的主流科研合作模式基础上,文章陈述了中科院计算技术所与华为公司在过去5年中科研合作模式探索方面的实践经验与教训。

Abstract:可扩展计算机系统在各个领域得到了越来越广泛的应用,这些应用往往具有可扩展的需求,而这些可扩展应用的特征却有很大差异。过去20 年间,用于可扩展应用的系统平台层出不穷,这些平台的优势也各不相同,评价一类应用与某种系统平台相适应的程度成为用户关注的一个关键问题。本文对可扩展应用及可扩展系统进行了综述与分析,并提出了一些评价应用与系统平台匹配程度的参考因素;同时,本文还对近来业界提出的一些热点新名词进行了解释与分析,比较了它们之间的异同。本文的目的是帮助人们深入理解可扩展应用与可扩展系统的特征,帮助用户选择合适的平台以提高应用的效率和资源的利用率,同时激发科研人员进一步探索适应应用新需求的系统平台技术。

Abstract:内存行为分析是进行内存系统调度、体系结构及应用访存性能等优化的基础,而细粒度的内存行为 分析能够标识内存系统性能瓶颈的源头,并为优化提供丰富的语义信息。常用的内存行为分析手段包括插 桩、模拟器、硬件计数器等,但它们分别存在开销大,准确性不足,无法提供详细信息等问题。本文提出 了一种软硬件混合的细粒度内存行为分析方法,能够对程序的完整访存序列进行函数级和对象级分析。硬 件方面使用HMTT 卡监控系统访存请求,软件方面采用二进制插桩方式来获取函数入口、出口信息,通过 导出内核页表及对象内存分配信息来得到每个对象的内存空间信息。实验结果表明,本文提出的方法能够 以较低的开销,准确地获取真实系统上的函数及对象级的访存序列。
