  • Research on the development of provincial power grid electricity information collection system

    Abstract: This article mainly introduces the construction process and related technical development of the State Grid electricity information collection system. Firstly, this paper summarizes the construction goals and development process of the State Grid electricity information collection system, and focuses on the construction and application effect of the power consumption information collection system of Jiangsu Power Grid. Then, the key technologies and engineering applications of the power information acquisition system are summarized and described, including the system architecture, the number of terminals and channel types, the master station equipment, data management and application. This paper mentions the key technologies of the power consumption information acquisition system, including low-cost communication mode, safety requirements for large user load control, wireless public network online technology, unified data model and parallel data processing technology. In general, this paper provides a useful reference for the technical exploration of the State Grid electricity information collection system.
     

  • The application of smart meters and instrument cloud integration technology

    Abstract: This text mainly introduces the development and application of the remote online detection system of smart meters using "instrument cloud" high-precision computing. Firstly, the development process of traditional smart meter remote online detection system technology, as well as the limitations and challenges of these systems are introduced. Then, the origin of this topic is introduced, including the proposal of instrument virtualization technology in the "instrument cloud" environment, the research of instrument virtualization technology in the cloud computing environment, and the needs and challenges of the State Grid. This paper focuses on the development project of the remote online detection system of smart meters using "instrument cloud" high-precision computing, including the principle and application of instrument virtualization technology in the cloud computing environment, as well as the advantages and market prospects of the system. The development of this system will help solve the limitations and challenges of the traditional smart meter remote online detection system, improve the accuracy of measurement and intelligent diagnosis, and reduce the cost of the system, which is conducive to the popularization and application of the system.
     

  • Practice and suggestion of spirit-inherited type special issues published by Journal of Earth Sciences and Environment

    Abstract: Purposes This paper aims to find the feasible path of high quality special issues published by the ordinary sci-tech journals. Methods Taking Journal of Earth Sciences and Environment (JESE) as an example, the academic influences of 9 spirit-inherited type special issues commemorating sb. or sth. with strong academic influences were assessed based on statistical data. Findings  Compared with other issues published from 2020 to 2023, the quality of 9 spirit-inherited type special issues published by JESE at the same time are higher. Conclusion For ordinary sci-tech journals publishing high quality special issue, the spirit-inherited type special issue is great choice; the excellent experts contribute to the success rate of soliciting contribution; three examinations and three proofreading should be executed strictly; the design on external presentation form of special issue can widens communication effects; the subjective initiative of editor should be developed adequately and preferentially.
     

  • Current Status and Optimization Suggestions for the International Digital Publishing Platform of Excellence Action Plan for China STM Journals from the User Perspective

    Abstract: Purposes  From the perspective of users, we analyze the construction status of three platforms (production, operation, and dissemination) selected for the " Excellence Action Plan for China STM Journals - International Digital Publishing Service Platform" project and propose optimization suggestions, in order to provide reference for building a domestic whole process international digital publishing service platform.  Methods Through investigation and comparative analysis, the advantages and disadvantages of production, operation, and dissemination platforms were elaborated, and optimization suggestions and sustainable development suggestions of the three platforms were proposed. Findings  The operation platform (Tengyun editorial system), production platform (Fangzheng academic publishing platform), and dissemination platform (SciOpen) selected for the project have achieved online submission and review, digital production, and international communication functions, but still need to be optimized. From the perspective of users, the Tengyun editorial system needs to expand the resources of foreign journals in the academic misconduct detection database, increase the information of reviewers worldwide, and improve the usability of the editorial system; The Fangzheng academic publishing platform needs to provide technical support services and add online interaction functions; The SciOpen platform needs to increase supporting journal types. Conclusions The “Excellence Action Plan for China STM Journals - International Digital Publishing Service Platform” project has achieved initial achievement, and efforts should be continued towards the goal of building an international, intelligent, digital knowledge service publishing platform with a whole process with functions of editing, review, proofreading, and dissemination.
     

  • Comparative Analysis and Insights from Open Science Practices of Foreign Academic Publishing Institutions

    Abstract: Purposes This study investigates the specific practices of open science engagement by foreign academic publishing organizations, aiming to provide reference points for the open construction of academic publishing in China. Methods Through internet research and literature review, the publishing practices of ten international academic publishing institutions were analyzed, focusing on their practices and open models in scientific journals, scholarly monographs, scientific data, and peer review. Findings The predominant publishing model among these institutions is gold open access, although the proportion of open resources varies. The financial operations for open publishing revolve around article processing charges, with innovative explorations in sustainable open publishing seen in collective payments and crowdfunding. Flexible open policies have been progressively implemented to synchronize the open access of ancillary research outcomes such as scientific data and peer review reports, thus enriching the academic exchange ecosystem. These institutions have also leveraged resource platforms to integrate a variety of open resources, facilitating user access and utilization. Conclusions Chinese academic publishing institutions should adapt to the trajectory of open science development, restructure publishing operations, deepen the open publishing of journals, and expand the openness of diverse forms of research outputs. There should be a focus on author-centered service models to meet the open publishing demands of authors. The construction of inter-departmental open collaboration networks that integrate content, funding, publishing services, and resource platforms is recommended to enhance the collective efficacy of open publishing.
     

  • Accurate evaluation of spotlights in domestic and international databases to optimize strategies of Chinese scientific journals

    Abstract: Purposes Due to double duties of facing world and serving China for SCI journals in Chinese, it is of importance to investigate the research spotlights of different databases to effectively improve domestic and international influence simultaneously. This work accurately evaluated spotlights for advanced inorganic materials in domestic and international databases, provided basis of journals’ strategies, and explored a breakout route of journal development facing new situation. Methods In this work, we respectively investigated 200 highly cited scientific papers of multidisciplinary materials in international database (Web of Science) and domestic databases (China National Knowledge Infrastructure, CNKI and Wanfang data) published in 2019–2020. Before statistic analysis, tags were given to papers from multi-dimensions including type, material species, preparative technology, applied field and research direction.  Findings  Finally, spotlights including 1 preparative technology, 5 material species, 12 research directions were obtained in this research. Furthermore, it was found that spotlights of domestic databases are more scattered, research contents focus on traditional directions compared to WoS.     Abstract: Purpose This paper analyzed the differences of data publication policies of English journals of agricultural science at home and abroad,pointed out the problems of data publication policies of English journals of agricultural science at home,and put forward some data publications suggestions of English agricultural journals in China. Methods This paper analyzed the characteristics of data publication policies of English journals of agricultural science at home and abroad by network research,content analysis and case comparison. Findings The strength of the data policy of the most foreign agricultural journals is stronge,and these journals had detailed data submission and check standards,but both English journals of agricultural science at home and abroad should strengthen the management data publication copyright.The English agricultural journals in China should make the detailed data publication policies. Conclusions The agricultural journals in China should reinforce the awareness of data publication,study the experience of data publication of foreign agricultural journals,perfect the data publication details in order to promote the public sharing of agricultural scientific data.
     

  • Responsibility and risks of generative artificial intelligence works in editing and publishing industry

    Abstract: Purposes  To analyze the legal, ethical, social issues involved in the works generated by artificial intelligence (AI) model (referred to as AI works), so as to promote the rational application of generative AI in the academic publishing. Methods  This study investigates and sorts out the literature of generative AI model at home and abroad, analyzes the responsibilities and risks of the responsible subjects of AI works, such as authors, AI model developers, and publishers, and initially puts forward coping strategies and future innovative publishing modes. Findings  AI cannot be the author of AI works. Most publishers believe that AI can be used in academic paper writing, but it is necessary to explain whether and how to use AI in the appropriate part of the text. AI works may have infringement of copyright and personal rights, ethical dilemmas, ethical conflicts, social injustice and so on. Publishers should bear corresponding social responsibilities, insist on manual verification and content review of AI works, and work with authors, AI model developers, regulatory authorities, etc. to promote the healthy development and rational application of generative AI. Conclusions  AI works will inevitably lead to the transformation of scientific research creation and publishing industry. Publishers must adhere to the manual review of AI works, and encourage original output, so as to promote the high-quality publication of scientific research achievements.
     

  • Influencing factors and driving mechanisms of communication effect of WeChat official accounts of scientific popularization journals: Taking Excellent Scientific Popularization Journals in China (2020) as examples

    Abstract: Purposes  To explore the influencing factors and driving mechanisms of communication effect of WeChat official accounts of scientific popularization journals, which is expected to provide suggestions for improving operational strategies and enhancing communicative power.
    Methods  Taking the latest edition of China's excellent scientific popularization journals (2020) as an example, we analyzed the factors influencing communication effect of WeChat official accounts using ordered logit regression model from four aspects: environment, techniques, content, and interaction. Furthermore, the fuzzy-set qualitative comparative analysis method was employed to explore the driving mechanisms that lead to favorable communication effect.
    Findings  The communication effect of WeChat official accounts of scientific popularization journals is influenced by multiple factors. Among them, content and interaction are the core aspects, while environment and techniques play marginal roles. Three driving mechanisms, namely environmental priority, strategy-oriented, and comprehensive driving, contribute to the achievement of favorable communication effect.
    Conclusions  To enhance the communication effect of WeChat official accounts of scientific popularization journals, it is suggested to give full play to environmental advantages and optimize platform construction; establish marketing concept and improve push strategy; adhere to knowledge leading and innovative content output; build user links and enhance interaction.
     

  • Research on the communication strategy of science and technology Journals in the era of integrated media——Taking The Chinese Journal of Nonferrous Metals as an example

    Abstract: Purposes  In the context of media integration, a feasible media integration communication strategy for scientific and technological journals has been summarized, with the aim of enabling scientific and technological journals to face academic users with a more proactive attitude, more diverse and close to user needs, and more diverse communication forms and channels, thereby improving the integrated media communication ability of scientific and technological journals. Methods Based on the concept of meeting the academic needs of users, this paper analyzes the challenges and opportunities faced by the integrated media communication of science and technology journals, and conducts research on the specific content and effectiveness of The Chinese Journal of Nonferrous Metals in the integrated media communication practice case. Findings  A highly universal dissemination strategy for scientific and technological journals has been proposed from four dimensions: service, platform, content and efficiency of dissemination. Conclusions  Enhancing service awareness, building communication platform, optimizing communication content and improving communication efficiency are important means to enhance the communication capacity and academic services of scientific and technological journals. They can expand the influence of scientific and technological journals and achieve high-quality dissemination.
     

  • Research on International Communication Strategies for Scientific Journals Under Intelligent Recommendation Algorithms — A Case Study of Journals Selected in the Excellent Plan for China Science Journals

    Abstract: Purposes  In the era of artificial intelligence, intelligent recommendation algorithms have opened up new avenues for improving international communication in the realm of scientific journals. This study seeks to analyze the present state and challenges associated with the application of intelligent recommendation algorithms within Chinese scientific journals, while also exploring strategies for harnessing these recommendation algorithms to enhance international communication.  Methods  First, we analyzed the compatibility of intelligent recommendation algorithms and the international communication of scientific journals. Then, we chose 280 journals from the "Excellent Plan for Chinese Scientific Journals" as our sample set, and the relevant data reflect the application of intelligent recommendation algorithms were collected. Lastly, Comprehensive methods including statistical analysis, content analysis, and comparative analysis were employed to investigate the challenges associated with the application of intelligent recommendation algorithms in these Chinese scientific journals. Findings The selected journals underutilized platforms equipped with recommendation algorithms. There is a need for further refinement of user attribute data. International cooperation and exchange should be intensified. More attention should be directed towards addressing language barriers. Conclusions  In order to effectively harness intelligent recommendation algorithms for the precise international communication of scientific journals, several strategies can be employed. Firstly, Chinese scientific journals can capitalize on existing international communication platforms which equipped with recommendation algorithms while simultaneously advance the development of independent platforms. Furthermore, there is a need to provide more refined data for intelligent recommendation algorithms. Additionally, international cooperation should be bolstered to broaden international communication channels and influence. Lastly, Chinese scientific journals should promote the establishment of English scientific journals and the augmentation of translation and editing efforts for Chinese research findings.
     

  • Research on the Operation Mechanism and Optimization Strategy of Reviewers’ Academic Discourse Right from the Perspective of the Academic Community

    Abstract: Purposes To explore the problems and obstacles in the process of exercising the reviewers' academic discourse right, and to explore the enhancement strategies of the reviewers' academic discourse right, so as to provide reference for optimizing the peer review mechanism. Methods Systematically sort out the review process, clarify the rights and obligations of each subject, establish a model for the operation mechanism of reviewers' academic discourse right, and propose optimization strategies for the current situation of reviewers' academic discourse rights. Findings The model proposed in this paper can effectively simulate the peer review process under the ideal state, which provides a clear perspective for the in-depth examination of the game process of different players competing for academic discourse, and also provides an opportunity to find strategies to enhance the academic discourse of reviewers. Conclusions The establishment of a standardized peer review process and a perfect incentive mechanism can provide better protection for reviewers to exercise their right to academic discourse, promote the formation of a good academic ecology, and promote academic prosperity.

  • Analysis of the development of open access papers in China and the United States in the last decade - a comparison based on the InCites database

    Abstract: Purpose The purpose of this paper is to screen the comparative differences between China and the United States in terms of the number and influence of OA papers in the past ten years, and to put forward the suggestions for the development of Chinese OA papers at this stage, so as to promote the development of open science. Methods Using the InCites database, we analyzed relevant indicators of OA papers in China and the United States from 2013 to 2022. We counted the number of OA papers published by researchers in both countries, their types, disciplinary distribution, and citation-related indicators of paper impact. Comparative analysis was conducted using bibliometric methods. Findings The number and proportion of Chinese OA papers are comparable to those in the United States, but the distribution of types is less balanced. In terms of disciplinary distribution, the number of OA papers in the fields of medicine and life sciences far exceeds other disciplines. In terms of impact, there is a gap between China and the United States, both in highly cited papers and CNCI index. Conclusions  The development of OA papers in China is imbalanced in terms of types and disciplines. In the future, we should build an open access platform, strictly control the quality of OA papers, and improve the relevant system.
     

  • Simulation of a compression ultrafast imaging system based on streak tube

    Abstract: The original 3D image, denoted as I(x-y-t), is encoded and modulated using digital micromirror devices (DMD), subsequently transmitted to a slit full-open fringe image converter. By means of deflection via a deflecting electric field, multiple images at various time points are superimposed, resulting in the generation of the final integral image on the CCD. To reconstruct multiple original images I(x-y-t) from the CCD integral images, a total variational restoration algorithm is employed. In this study, we simulate the process of image acquisition and the restoration algorithm within the compressed ultrafast imaging system. As a result, we obtain eight dynamic 2D images depicting laser transmission through an air medium. Each image is exposed for a duration of 12.5 ps, and the reconstructed signal demonstrates a similarity of 0.92 when compared to the original signal.
     

  • Study on CFAR Detection Technique for Ship in SAR Image

    Abstract: Among various methods to detect the ship targets in Synthetic Aperture Radar(SAR) image, the Constant False Alarm Rate (CFAR) detection algorithm with an adaptive detection threshold is the most important and extensively used one. In order to improve the detection performance of the ships in SAR image, various statistical distributions are used, with an attempt to accurately model the SAR clutter backgrounds, such as Gamma, K, log-normal, G0, the alpha-stable distribution, etc. In modern radar systems, the use of the CFAR technique is necessary to keep the false alarms at a suitably low rate in an a priori unknown time varying and spatially nonhomogeneous backgrounds, and to improve the detection probability as much as possible. The clutter background in SAR images is complicated and variable, when the actual clutter background deviates from the assumed statistical distribution, the performance of the parametric CFAR detectors will deteriorate, whereas the nonparametric CFAR method will exhibit its advantage. In this work, the Wilcoxon nonparametric CFAR scheme for ship detection in SAR image is proposed and analyzed. By comparison with several typical parametric CFAR schemes on 3 real SAR images of Radarsat-2, ICEYE-X6 and Gaofen-3, the robustness of the Wilcoxon nonparametric detector to maintain a good false alarm performance in these different detection backgrounds is revealed, and its detection performance for the weak ship is improved evidently. Moreover, the detection speed of the Wilcoxon nonparametric detector is fast and it has the simplicity of hardware implementation.

  • Implementation Status and Optimization Strategy of Primary Care Diagnostic Coding in China

    Abstract: With the continuous deepening of the reform of the primary care and health system,the standardization of primary health information has received more and more attention. As an important part of the construction of primary health information,primary care diagnostic coding plays an important role in improving the efficiency of primary care management,promoting the quality control of primary care,and effectively collecting primary care data. However,China has used the disease classification of general hospitals as the primary care diagnostic code for a long time,which not only leads to the chaotic state of non-standard and non-standardized primary care diagnosis,but also causes loss and error in the data collection,record and analysis in primary care. By summarizing the historical development of primary care diagnostic coding at home and abroad,this paper points out five main problems faced by China 's primary care diagnostic coding:the lack of attention to primary care diagnostic coding,the lack of unified primary care diagnostic coding leads to the limited development of primary care function and quality in China,the disagreements about which international primary care classifications match the primary care diagnostic codes in China,the various challenges faced by the localization of primary care diagnostic coding,and the lack of talents and tools to evaluate and optimize primary care diagnostic coding in China. On this basis,combined with the development process of foreign primary care diagnostic coding,it is proposed that all parties in China should pay attention to the development of primary care diagnostic coding. While further promoting the construction of primary care information in line with international standards,the national unified primary care diagnostic coding standard should be formulated based on the current trial ICD-11 and ICPC-3 classification as soon as possible,and the sound training system for primary care diagnostic coding talents should be established to further implement and optimize primary care diagnostic coding in China.

  • Integrated Care Models for Cancer Survivorships:Conceptual Framework,Characteristics and Implications to China

    Abstract: Cancer is a significant global public health issue. With the continuous increase in cancer incidence rates and the prolonged survival time of cancer patients,the number of cancer survivors is also steadily rising. Cancer survivors face complex challenges in terms of physical,psychological,and social care,and their care services require effective coordination and integration across disciplines,sectors,and domains. Establishing integrated care model for cancer survivors has become an important strategy for addressing the challenges of survivorship care globally. However,the development of cancer survivorship care in China has been relatively lagging. This article synthesizes and summarizes the conceptual frameworks,characteristics and practical application of several representative integrated care models for survivorships. Based on China's healthcare service system,recommendations for designing and implementing integrated care strategies for cancer survivorships in China are proposed from five aspects:establishing consensus,pilot testing and exploration,workforce development,strengthening primary care,and policy support.

  • The Hotspots and Frontier Trends of Artificial Intelligence in the Clinical Diagnosis and Treatment of Alzheimer's Disease:Bibliometric Analysis of the Past 20 Years

    Abstract: Background Currently,the number of research papers on the application of Artificial Intelligence to the field of Alzheimer's disease(AD)has increased significantly. It is important to clarify the latest research hotspots and future development trends in this field. Objective To summarize the relevant research on the application of artificial intelligence to AD through bibliometric analysis,and clarify the research hotspots and trends from 2004 to 2023. Method Literature on the application of artificial intelligence to AD from January 2004 to June 2023 was searched for in the Web of Science core database, and Microsoft Office Excel,CiteSpace,and VOSviewer software were used to visually analyze the number of publications, countries,authors,institutions,keywords,and co-citation networks of the literature. Results Ultimately 3 189 articles were included. The number of literature on the application of artificial intelligence to AD has steadily increased since 2004 and has grown rapidly since 2015,with a maximum of over 600 articles. A total of 94 countries,3 930 institutions,13 563 authors,and 52 019 cited authors participated in this study. Among them,the United States and China were in a leading position in this field;South Korean universities ranked first in terms of the number of publications;In addition,ZHANG DAOQIAG, LIU MINGXIA,SUK HEUNG-IL,and CLIFFORD R. JACK JR were not only prolific authors but also the authors with the most citations. The visualization analysis of keywords and literature citations revealed that regarding the application of artificial intelligence to AD,the diagnosis and disease course classification of AD,as well as the prediction of its risk factors,are current research hotspots and that task analysis are future research trends. Conclusion The application of artificial intelligence to AD has attracted widespread attention from researchers worldwide. The diagnosis and classification of AD,as well as the prediction of its risk factors,are current research hotspots. Developing adjunctive drugs in task analysis,personalized treatment and care, and improving the algorithm performance of artificial intelligence may be research trends in the future.
