Abstract: Objective This paper aims to improve the accuracy of automatic extraction of key technical words and corresponding function words from patent. Methods ChatGPT was used as the Teacher-model, and ChatGLM3 was used as the Student-model. Through knowledge distillation method, the training data generated by ChatGPT was used to fine-tune ChatGLM3, and multiple technical word extraction models and a function word extraction model were obtained. The technical words are extracted from the abstract, the first claim and the technical function paragraph, respectively, by using multiple technical word extraction models, and the function words are extracted from the technical function paragraph by using the function words extraction model. Results Compared with ChatGPT, the fine-tuned multiple technical word extraction models and function word extraction model show higher accuracy and lower recall rate, when extracting technical words and function words. The ChatGLM3 fine-tuning model of the first claim has the highest accuracy and F1 values of 0.734 and 0.724 respectively. Moreover, The accuracy of the function words extracted by the function word extraction model is 0.649, which is higher than the accuracy of the function words labeled by the commercial tool, which is is 0.53. Limitations The technical field and patent language of this research are single, the amount of patent verification data is small, and the data cleaning rules expect to be further optimized. Conclusions This research scheme improves the efficiency accuracy of automatic extraction of large language model through knowledge distillation operation. At the same time, this study can support the mining of cutting-edge innovative and hot technologies from patent texts, and support higher quality intelligent patent analysis.

Abstract: Abstract: Purposes Reproducibility is one of the basic principles of scientific research. From the perspective of academic publishing, a safeguard mechanism is proposed to cope with the Reproducibility Crisis. Methods We investigate the relevant policies, guidelines and practices of sci-tech journal publishers, academic associations and international organizations, and sorts out the repeatability guarantee measures for research data, research process, research results and research types from the two dimensions of publishing process and publishing orientation. Findings In the dimension of the publishing process, it is necessary to introduce journal data policies, advocate structured reports, promote open review, and innovate detection technologies to ensure the transparency and reliability of research data and research processes. In the publication-oriented dimension, it is necessary to promote the publication of new types of papers such as registration reports and reproducibility papers, and strengthen the reproducibility awareness training of editors. Conclusions To improve the reproducibility of China's scientific research achievements, it is necessary to learn from international mature experience to accelerate the exchange of paper-related data, pay attention to cutting-edge measures in the industry to promote the innovation of academic publishing models and improve the scientific and technological evaluation system to promote the transformation of scientific research concepts.

Abstract: Purpose/Significance The study aims to reveal the influence factors, action mechanism and dynamic evolution of scientific data sharing willingness to provide a reference for the following-up research and practice. Method/Process A theoretical model of scientific data sharing willingness was constructed based on the stimulus organism response theory. 435 valid questionnaire samples were empirically tested via structural equation model to get the path coefficients among variables, based on which a system dynamics model was conducted to emulate the dynamic evolution of the relationship among variables. Result/Conclusion The path of "trust→sharing attitude →sharing willingness" is the basic logic pushing scientific data sharing forward. Mutual benefits, social interaction and data quality have remarkable positive influence on trust, and their effects are ranked as "mutual benefits>data quality> social interaction". Meanwhile, the perceived behavioral control has prominent positive influence on sharing willingness while subjective norms are insignificant. Under different circumstances, the trust rate, the initial perceived behavior control and the initial degree of sharing willingness all exert influences on scientific data sharing willingness. Finally, suggestions of promoting scientific data sharing were proposed based on main research conclusions.

Abstract: From the perspective of patent industry innovation chain, this paper analyzed the regional differences of the patent technology innovation efficiency and industrial technology innovation efficiency in Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl River Delta, as well as the spatial patterns and industrial characteristics of cities with various types of technological innovation efficiency. It is found that there are significant differences in patent and industrial technology innovation efficiency among the three urban agglomerations. The patent technology innovation efficiency in the Pearl River Delta urban agglomeration is relatively high, while that in Beijing-Tianjin-Hebei and Yangtze River Delta urban agglomerations is relatively low. Cities with high industrial technological innovation efficiency show a continuous distribution around Beijing and Tianjin in Beijing-Tianjin-Hebei, a central periphery structure in the Yangtze River Delta, and a centripetal distribution in the Pearl River Delta. More than 50% of the listed high-tech enterprises in cities with high industrial technological innovation efficiency are strategic emerging industry enterprises. Most of the cities with low industrial technological innovation efficiency are located far away from the provincial capital cities and municipalities directly under the central government, and the number of listed high-tech enterprises in most cities is small. In view of the present situation of technological innovation efficiency of the three major urban agglomerations, this paper puts forward different innovation development strategies.

Abstract: The CPC Central Committee proposed to speed up the formation of a new development pattern of the domestic and international double cycles, with the domestic cycle being the main body of this pattern. Facing a complex international and domestic situation, scientific and technological innovation being the core driving force, it is of urgent need to explore and build a new development pattern of “double cycle” to suit our national needs. Hence, under the guidance of Hsue-shen Tsien’s thought on technological sciences and based on the original innovation function, secondary innovation function and potential innovation function of technological sciences, this study puts forward the strategic idea of constructing a new development pattern of “double cycle”of scientific and technological innovation with technological sciences as the core. We hope that through the three strategic paths of domestic big cycle, domestic and international double cycles, and international big cycle, the “double cycle” of scientific and technological innovation will promote the economic “double cycle” and provide macro-strategic reference for China’s scientific and technological self-reliance and integration into the international scientific and technological innovation pattern.

Abstract:为促进科学内外对科研诚信外部规范相关制度的批判完善,基于科研诚信外部规范视域考察了国家科技计划项目抽检制度化实践的现实驱动与学理逻辑。其现实驱动主要是:①公共认知及科研组织模式演进背景下的全球科研诚信危机与科研诚信外部规范制度化趋势;②政府确保国家科技计划诚信、效率与本土效益的刚性需求;③过度依赖举报、舆论和社会道德奖惩系统的显著缺陷。其学理逻辑源自道德哲学、科学哲学、司法经济学、信息经济学及统计质量管理学,主要包括:①正视科研建制社会属性,完善道德自律的制度化规训;②提升惩罚技术品质,实现基于规则型惩罚的威慑机制;③缩短介入调查的委托-代理链条,提升科研诚信监督效率;④引入统计抽样+AQL技术策略,建立整体层面的科研质量宏观控制。研究结论和论证框架有利于深化各方对国家科技计划项目抽检及科研诚信外部规范的经验认知,并为管理决策、知识传播和理论更新迭代提供更简明、更有条理的分析框架与认知架构。

Abstract: In order to deeply explore the value system levels and technical approaches related to the external norms of scientific research integrity, based on a multidisciplinary theoretical perspective, the difficulties and irrational risks of the institutionalized practice of the measurement and evaluation of scientific research integrity have been specifically investigated and theoretically reflected, and it is clear that: ① Scientific research The ethical nature of honesty and the social relational practical characteristics of its evaluation; ② the standard value scale of scientific research fields and the original functional attributes of scientific research writings; ③ the institutionalized logic and institutional locking risk of evaluating scientific research integrity by relying on public authority metrics; ④ Optimize the future direction of technological approach and institutional supply. The research conclusions have fundamental theoretical support significance for avoiding blind institutional migration and technical reference, building institutional advantages that are conducive to the self-reliance and self-improvement of the national science and technology system, and promoting the transformation of scientific research integrity from crisis response to long-term governance.

Abstract:为探寻科研诚信建设制度供给的理论进路、理性定义政府在科研建制和科学规范中的未来角色,本研究明确了科研诚信内部规范和科研诚信外部规范的制度范式区分,并基于经济学、法学、社会学、管理学等基本规律从学理层面和科学制度化视角反思了科研诚信内部规范的合理性及其失灵原因,指明了政府在科研诚信建设及科研体制改革中的放、管、服内容与边界。研究对于完善科学政策学理论体系,促进思想界、学术界参与科研诚信外部规范相关理论和技术的批判完善与前瞻性建构具有基础性意义。

Abstract:【目的】了解中国学术期刊对机构知识库存缴政策的态度。【方法】 从《中国科技期刊引证报告》中选择摘要: 【目的】了解中国学术期刊对机构知识库存缴政策的态度。【方法】 从《中国科技期刊引证报告》中选择326个样本, 以电话通知的方式, 确保他们进行线上问卷调查。【结果】回收有效问卷 195份, 回收有效率为 65%强。其中, 74.9%的期刊赞同论文存储到机构知识库中。说明他们对机构知识库存储和传播科技论文的态度和建议是正面的。【局限】 总体调查规模有限, 集中在质量较高、名声显著、已有期刊数字化基础的期刊, 调查结论未必适用于全部中国期刊。【结论】多数调查对象赞成机构知识库存缴与传播论文, 但建议今后提供期刊论文开放获取的权益咨询服务。
