Abstract: [Purpose/significance]The construction of  think tanks in China has been in full swing since the concept of “new think tank with Chinese characteristics” was proposed. At present, the way to promote the overall quality of  think tanks has become the focus during the later stage. This article attempts to put forward a new idea from the perspective of the important role of leading figures in the construction of  think tanks. [Method/process]This article focused on the comprehensive ability of leading figures, combined with the analysis of typical cases at home and abroad to clarify that the leading figures play a decisive role in the development of think tanks. [Result/ conclusion]With the strong sense of mission, responsibility, overall situation, and operation capability, the leading figures have the ability to lead  think tanks to develop rapidly, achieve breakthroughs, bear fruits, and make contributions to the country. Thus, the key to the construction of think tanks in the later period will focus on the selection and the development of the leading figures and the establishment of the system to guarantee them to boost creativity, productivity and organization power so that more and more leading figures emerged in China.
